About this file

This document is an Addendum One Q&A for Request for Proposal #120910 O5 issued by the Nebraska Racing and Gaming Commission (NRGC) and the State Purchasing Bureau. The solicitation seeks a Racing and Gaming Consultant to develop comprehensive auditing processes for Authorized Gaming Operator financial records, with work to be performed both remotely and through in-person meetings. The proposal requires extensive gaming regulations knowledge and significant casino auditing experience, with proposals due on April 3, 2025, at 2:00 PM Central Time. The anticipated contract start date is July 1, 2025, with an initial two-year contract term, and the consultant will be expected to work a minimum of 20 hours per week for the first six months.

The budgeted amount for the project ranges from $200,000 to $300,000, with strict requirements that the consultant cannot simultaneously provide services to other Nebraska casinos. The NRGC currently has a small finance department with one manager, one auditor, and one accountant, and is seeking to establish more robust auditing procedures. The contract requires all-inclusive pricing incorporating travel and expenses, with pricing to remain fixed for the first two years and any subsequent price increases limited to 10%. The NRGC transitioned from a Racing Commission to a Racing & Gaming Commission in 2020 following a voter-approved casino expansion, and currently regulates four casinos with potential for two more in the coming years. There is no incumbent vendor, and the selected consultant will be the first to perform the described work.
