About this file
The file is an Attachment 1 Schedule of Items detailing tent system and generator rental requirements for the US Forest Service Wildland Fire Tent System Rentals solicitation. The solicitation seeks multiple Incident Blanket Purchase Agreements (I-BPAs) for tent systems and generators to support fire suppression, all-hazard incidents, and RX Project Work, with a total Small Business set-aside under NAICS code 115310 and a small business size standard of $34M.
The document defines four tent system types ranging from 200-1300 square feet, with optional supplemental items like vestibules, divider walls, and external doors. Generator packages are specified in four power ranges from 11-150 kW, each including power distribution boxes and electrical cords. Pricing includes daily rates for equipment, with additional provisions for mileage and relocation fees. The solicitation anticipates posting within 5-10 days of synopsis publication, with a vendor pre-quote meeting planned for the last week of March. Tent systems must provide fully enclosed, multi-use facilities with insulated walls, flooring, lighting, temperature control, and power distribution systems for use in extreme environmental conditions.

SCHEDULE OF ITEMS
INSTRUCTIONS:
· Using the provided worksheet, provide daily rates in the table, as appropriate. Attaching company price list to quote by requested line item/optional item is allowed.
· Mileage & Relocation Fees must be quoted to be considered for award.
· Submitting rates for all Line Item & Optional Items is not required. Prices for Line Item & Optional items will be static across all Geographic Areas/Host Dispatch Centers and included in the overall fair and reasonable price determination for initial I-BPA Award. The quoter warrants that rates submitted are for comparable quantities under similar terms and conditions.
Applicable Definitions:
TENT SYSTEMS - The term tent system is synonymous with yurt. Dimensions provided are nominal and other dimensions are acceptable as long as the space falls within the square footage stated for the resource type. The operational intent of this tent system is to obtain a fully enclosed area that can be used as a multi-use facility, including but not limited to office spaces, meeting rooms, storage for supplies, electronics, food, and accommodation for personnel and first aid/medical facilities. A tent System requires a complete package including all equipment to provide an operational contained space with insulated walls, insulated ceiling, flooring, lighting, temperature control system and an adequate power and distribution system to meet the requirement provided in this document. Tent System quoted daily rate will reflect the full package as defined minus power generation, which is a separate line item. Tent Systems & generators fall within the below configurations:
| ITEM NO | ||
| 0001 | Type 1 Tent System - 1001-1300 square feet (example 23' x 60') | |
| 0002 | Type 2 Tent System - 701-1000 square feet (example 23' x 42') | |
| 0003 | Type 3 Tent System - 501-700 square feet (example 19' x 35') | |
| 0004 | Type 4 Tent System - 200-500 square feet (example 20' x 20', 20' octagon) | |
| 0005 | 126-150 kW generator package*. Package includes 10 each power distribution (spider boxes) & 10 each electrical 50-amp cord. | |
| 0006 | 71-125 kW generator package*. Package includes 10 each power distribution (spider boxes) & 10 each electrical 50-amp cord. | |
| 0007 | 50-70 kW generator package*. Package includes 10 each power distribution (spider boxes) & 10 each electrical 50-amp cord. | |
| 0008 | 11-20 kW generator* (stand-alone). |
*Quiet Type - The generator shall have a manufacturer's decibel rating of no greater than 68 dBA at a 50-foot distance OPTIONAL ITEMS – Optional items may be ordered by the incident as needed to meet operational needs. If optional items are ordered after the vendor has begun mobilization and transporting the items required, the mileage rate may apply. Contractors shall not install and will not be paid for any optional items that have not been ordered by the Government with appropriate documentation and approvals. Authorized Optional Items to supplement the tent systems ordered are listed below:
OPT ITEM NO
| 0009 | Vestibule Connector - completely enclosed with floor, walls and ceiling & mounts. | |
| 0010 | Divider (Internal) Walls - including zipper doorways and mounting brackets | |
| 0011 | Additional external doors with required mounting brackets. | |
| 0012 | Screen (External) Walls - mesh screen wall panel replacing standard side walls. | |
| 0013 | Additional climate control/temperature control systems outside of tent system package as defined. | |
| 0014 | Water Barrels ILO staking, if necessary, based on ground conditions and weather conditions at time of order/performance. |
MILEAGE - A mileage payment is based on the rate per mile in the agreement multiplied by the number of round-trip miles from the Designated Dispatch Point (DDP) to the incident (mobilization) and from the incident to the DDP (demobilization). For every increment of 5 resources mobilized/demobilized a mileage payment may be paid.
Example: Government orders seven (7) Type 1 Tent Systems, which qualifies for two mileage payments. The example mileage rate in the agreement is $1.50/mile and the number of miles from the DDP to the incident is 225 miles (450 miles round trip). The mileage payment in this example will be calculated as: ($1.50 * 450) * 2 trips = $1,350.00).
Mileage payment for mobilization will be paid if the resources ordered are setup within the timeframes specified in the agreement. If all resources are not setup within the timeframes specified, then mobilization mileage will not be paid. There will be no proration of the mileage payment. (Example: In the scenario above the contractor setup 6 of the 7 resources within the timeframe specified in the agreement. As such, the contractor is eligible for only 1 of the 2 possible mobilization mileage payments and the calculation would be: ($1.50 * 450) * 1 trip = $775.00).
Mileage payment for demobilization will be paid if the resources were accepted and supported the incident, regardless of the duration of the assignment. (Example: Following onto the scenario above the contractor went on to setup all resources and all 7 resources were assigned to the incident for 7 days. As such, the contractor will be paid for two demobilization mileage payments and this example will be calculated as: ($1.50 * 450) * 2 trips = $1,350.00).
RELOCATION FEE - Relocation means moving an entire tent system from one physical location to another, moving panels or doors does not constitute relocation. Relocation includes round trip mileage and the relocation fee to compensate for additional required travel outside of original mobilization. If, after initially agreeing on the placement of the generators, the incident requires the generators to be moved to accommodate more distance between occupied structures (carbon monoxide exposure mitigation), the incident will pay the generator relocation fee and mileage rate to compensate the contractor for the travel to site and additional power distribution and cabling required to facilitate the added distance.
RATE INCLUSIONS - Proposed rates shall include, but are not limited to, labor (as required), equipment, operating supplies, materials, State and Federal taxes (including workers compensation costs), insurance coverage, transportation costs, overhead, and profit, and any costs/fees necessary to ensure equipment/operators/crews meet(s) the specified standards. As required by the agreement, maintenance, and operator transportation, delivery/setup/takedown, mobilization/demobilization, and a Contractor's representative attendance at the operational period briefings should also be included.
GOVERNMENT PROVIDED – Government will provide re-fueling of generators to include DEF (Diesel Exhaust Fluid), if necessary for continued operations. If water barrels are required for stabilization of tent systems, the Government will provide water. Amenities on site may be available (sack lunches, etc.) through coordination at the incident with the Logistics Section.
NOTE: Resources furnished under this agreement may be operated and subjected to extreme environmental and/or strenuous operating conditions which could include but is not limited to unimproved roads, steep, rocky, hilly terrain, dust, heat, and smoky conditions. As a result, by entering into this agreement, the contractor agrees that what is considered wear and tear under this agreement is in excess of what the resource is subjected to under normal operations and is reflected in the rates paid for the resource.
