PERFORMANCE WORK STATEMENT (PWS)

Part 1

General Information

1. GENERAL:

This is a non-personnel services requirement to obtain tent system services described within for Local, Regional, and Nationwide fire suppression, all-hazard incidents, and prescribed fire project work. The Blanket Purchase Agreements (I-BPAs) resulting from this Request for Quote (RFQ) may be used by multiple State and Federal wildland fire agencies.

1.1 Introduction: The Contractor shall deliver and set up the specified quantities of tent systems with HVAC, Lights, Floor, Electrical Outlets and Power Generation/Generators for the dates & time required by the ordering activity. All additional components must be operational in accordance with their respective manuals. Contractors are responsible for all equipment, materials, supplies, transportation, lodging, managed/supervised/trained/certified personnel necessary to meet or exceed the Agreement specifications. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression, all-hazard incidents, and RX prescribed project work. Any awarded agreement may be ordered off of by the USFS Interagency Cooperators (DOI, NPS, BIA, State etc.) and those orders are subject to that ordering agency’s payment and administrative terms.

Vendors must have a valid UEI (Unique Entity ID) Number. Request a free UEI Number from the System for Award Management (SAM): https://sam.gov/content/entity-registration. Vendors must have active registration in the System for Award Management (SAM): https://sam.gov/content/entity-registration

1.2 Background: The US Forest Service (USFS) Wildland Fire Program has an immediate need for tent systems defined as fully enclosed areas for multi-use facilities, including but not limited to office spaces, meeting rooms, storage for supplies, electronics, food, and accommodation for personnel and first aid/medical facilities. Establishment of initial and continued base camp activities is contingent on resources such as tent systems being delivered and set-up. The term tent system is synonymous with yurt. In addition, a tent system requires insulated walls, insulated ceiling, flooring, lighting, a temperature control system and an adequate power and distribution system to meet the requirement provided within the solicitation. The intent of this solicitation and any resultant Agreement is to obtain tent systems for multiple levels of incident complexity that are compliant with the agreement requirements from vendors who can fully meet short notice, emerging, and evolving incident management teams' needs that are unknown until time of order (location of operations, IMT/CIMT assigned, & quantity/types/tent configurations needed).

Applicable Definitions:

IMT/CIMT - An incident management team (IMT) is dispatched or mobilized during complex emergency incidents to provide a command-and-control infrastructure in order to manage the operational, logistical, informational, planning, fiscal, community, political, and safety issues associated with complex incidents. Complex incident management teams (CIMT) are available for assignment to manage large-scale, complex incidents anywhere in the United States. IMTs/CIMTs include people from federal, state, local, tribal, and territorial entities.

INCIDENT - A human-caused or natural event requiring action or support by emergency service personnel to prevent or minimize loss of life or damage to property and/or natural resources.

RESOURCE ORDER - A written instrument issued by the Government resource ordering system https://sam.gov/content/entity-registration https://sam.gov/content/entity-registration https://sam.gov/content/entity-registration approved by persons to whom authority has been delegated authorizing assignment to an incident.

1.2.1 Pre-Quote Meeting

The Government is planning a virtual pre-quote meeting the last week of March 2025, during which potential quoters may obtain a better understanding of the work required.

Quoters must register at https://forms.office.com/g/g93puHb4pU prior to Thursday, March 20, 2025, 1700 MT.

Quoters are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the quoter to seek clarification prior to submitting a quote.

1.3 Scope & Tasks: The Contractor is responsible for all equipment, materials, misc. supplies, accessories, transportation to/from incident, trained/certified personnel, lodging, supervision, and management of personnel, and all setup/take down necessary to meet or exceed the Agreement specifications.

The tent system will only be accepted once it is set up and ready for incident use in accordance with the minimum requirements. The Incident Commander or responsible Government Representative is authorized to administer the technical aspects of this agreement.

Tent systems shall be setup and fully operable within 12 hours of arrival at the incident and take down shall be completed 24 hours after release, unless otherwise negotiated (not including necessary breaks to comply with work/rest guidelines contained in this agreement), except as applicable as listed within the PAYMENTS SECTION.

1.3.1 Equipment & Service Requirements

Equipment shall meet all standards established by specification or incorporated by reference and shall be maintained in good repair by the Contractor. The Contractor is required to provide maintenance and problem resolution for all equipment and accessories by having technical service representatives available to the Government via phone or email within 2 hours from notification of problem or onsite within the time negotiated with the onsite incident point of contact.

The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work.

The Contractor shall be responsible for all damages to persons and property that occur in connection with the work and service under this contract, without recourse against the government.

The Government reserves the right to conduct inspections at any time.

1.3.2 CONTRACTOR PROVIDED EQUIPMENT

Equipment Typing

Tent Systems: The term tent system is synonymous with yurt. Dimensions provided are nominal and other dimensions are acceptable as long as the space falls within the square footage stated for the resource type. The operational intent of this tent system is to obtain a fully enclosed area that can be used as a multi-use facility, including but not limited to office spaces, meeting rooms, storage for https://forms.office.com/g/g93puHb4pU supplies, electronics, food, and accommodation for personnel and first aid/medical facilities. All tent systems offered and under hire on this Agreement shall contain a fire extinguisher, multi-purpose 2A 10BC, that is accessible by the occupants. The fire extinguisher shall have a current annual inspection tag.

NOTE: A Tent System requires a complete package including all equipment to provide an operational contained space with insulated walls, insulated ceiling, flooring, lighting, temperature control system and an adequate power and distribution system to meet the requirement provided in this document.

Changes After Mobilization: If the Incident requests a change to the original tent system order's configuration after the Contractor begins mobilization or is set up at the incident, such as a relocation of a tent system, and it changes the requirements for power distribution that is located at camp, the incident may need to consider ordering additional generators.

Ordering Optional Items: Optional items may be ordered by the incident as needed to meet operational needs. Optional items are part of a tent system or in additional support of a tent system and not intended to be ordered as stand alone.

EXAMPLE: Ordering a standalone generator to power a refrigerated trailer without ordering a tent system under the agreement is not proper use of the agreement and will delay payments.

If optional items are ordered after the vendor has begun mobilization and transporting the items required, the mileage rate may apply. Contractors shall not install and will not be paid for any optional items that have not been ordered by the Government with appropriate documentation and approvals.

Authorized Optional Items to supplement the tent systems ordered are listed below:

• Vestibule Connector - completely enclosed with floor, walls and ceiling and mounts.

• Screen (External) Walls - mesh screen wall panel that replaces standard side walls.

• Divider (Internal) Walls - including zipper doorways and mounting brackets Additional external doors with required mounting brackets.

• Additional external doors with required mounting brackets.

• Additional climate control/temperature control systems outside of the tent system package as defined.

• Water Barrels ILO staking, if necessary, based on ground conditions and weather conditions at time of order/performance.

Changes After Mobilization: If the Incident requests a change to the original tent system order's configuration after the Contractor begins mobilization or is set up at the incident, such as a relocation of a tent system, and it changes the requirements for power distribution that is located at camp, the incident may need to consider ordering additional generators.

EXAMPLE: If the contractor has already set up multiple tent systems, per incident request, close enough to share one large generator, and the incident requests to move one of the tent systems to another location, then the incident may need to consider ordering a separate generator for that second location. In this example, the contractor had already met the requirements discussed in the original order. Since the original request had been met, the contractor is not obligated to supply any additional power source under this agreement; therefore, the contractor would need to be compensated for the additional generator.

1.3.3 Minimum requirements

Equipment Requirements:

All equipment, supplies, and accessories provided by the Contractor must be clearly marked with the Contractor name on tent components in a clear and visible location. Smaller lettering is allowable on supplies and accessories.
