ATTACHMENT F – Hazardous Materials Specialist

PERFORMANCE WORK STATEMENT (PWS)

Hazardous Materials Specialist

1. INTRODUCTION

Bureau of Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US.

2. SCOPE

Reclamation is performing a powerplant refurbishment. The station service equipment is over 50-years old and has exceeded its design life and the facility itself will have upgrades to the structure. The facility likely may contain asbestos, oils, lead-based paints, solvents, and heavy metals that will need to be identified, analyzed, and removed. The construction project will include repainting or removing safety railing, pipes, conduit, cable trays, station service equipment including wiring and breakers, etc. generator cooling system, etc.

Reclamation has need for a Hazardous Materials Specialist (HMS) to perform the required investigation of hazardous materials present and that will be affected by the construction refurbishments and upgrades, advise on the best-practices for removal, and safe handling. Reclamation is required to follow state and local environmental regulations due to Executive Order (EO) 12088. Note: the phrase "hazardous materials" is used here to include hazardous materials as defined in 49 CFR Part 172, National Emissions Standards of Hazardous Air Pollutants (NESHAPs), (40 CFR Part 61), and Toxic Substances Control Act (40 CFR Chapter I Subchapter R).

The following tasks will be performed:

2.1. Perform visual inspection, prepare samples for government provided testing with sample identification numbers and source documentation, verify and document presence or absence of hazardous materials and their locations. Documentation shall be submitted as a report with photos and testing results. May require Phase I property assessments.

2.2. Advise Reclamation personnel on best-practices for removal, containment, and safe handling to achieve disposal.

2.3. Advise and review a Job Hazard Analysis and Activities Plan. A Job Hazard Analysis and Activities Plan provides written safety recommendations for personnel to avoid exposure, required equipment and practices to ensure personnel are adequately protected from exposure, and lists action/treatment protocols in case of exposure.

2.4. Produce a summary report that includes: descriptions of locations surveyed, areas sampled including photographs and descriptions of samples collected, summary of analytical results, copies of laboratory analytical reports including QA/QC; and laboratory certifications for the State collected in, if required by that State regulations. Includes measurement estimates such as: coated surface areas, pipe lengths, fluid quantities, wallboard surface areas, insulation, etc. surveyed during site visit which contain hazardous materials for the purpose of contracting specifications.

3. PERSONNEL QUALIFICATIONS

The tasks listed above require the candidate be qualified to perform at an industry standard level of expertise.

HMS qualifications must include:

3.1. Demonstrate a minimum of 5-years of experience at an industrial site level; experience with powerplants and/or power generation equipment, or power-station service equipment is highly desirable.

3.2. Knowledgeable about hazardous materials, safe handling practices, and to provide expert advice regarding safety and environmental regulations. HMS is certified in the state of Utah to practice and is knowledgeable of the sampling requirements in the state for the testing required as required by EO 12088.

3.3. Knowledgeable in sample collection, properly sending samples to appropriate analytical laboratories, change of custodies, reviewing analytical lab reports including Quality Assurance / Quality Control (QA/QC) data and comparing to state and federal environmental regulatory limits.

3.4. Knowledgeable in conducting remedial investigations, Phase I property assessments, preparing sampling and analysis plans, QA/QC plans, risk assessments, advise on work plans.

3.5. Candidate must meet or exceed appropriate level of training and industry standards for the above listed tasks including hazardous materials, confined space, lock-out/tag-out, fall protection, First-Aid, and CPR.

3.6. Qualified and able to work in confined spaces, physically capable to climb ladders, work safely in a power generation environment.

4. PERIOD OF PERFORMANCE

4.1. It is anticipated the task order period of performance August 1, 2021 through October 31, 2021. The anticipated level of effort is up to 320 hours.

4.2. This a LABOR-HOUR task order for reimbursement of actual labor-hours worked. Timesheets will be submitted to COR and verified by the on-site PM on a weekly basis, with reporting daily to check-in/out with the PM.

5. GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS (GFM)

The Government will not provide any GFE or GFM. The contractor shall provide all equipment, materials, supervision, etc. to successfully complete the work required.

6. GOVERNMENT VEHICLES Contract employees will not operate any Government vehicle. Before any contractor employee is an occupant in any government vehicle, the contractor employee must sign and submit a Hold Harmless Government Vehicle Release.

7. SECURITY

Contractor employee(s) must comply with Reclamation security procedures and security training requirements in accordance with Reclamation Clause WBR 1452.237-80.

8. DELIVERABLES

The following paragraphs and Deliverables Table below provides a listing of deliverables, the media required, the number of copies, and the recipients.

8.1. Report of Findings: Report that addresses the items in 2.1 and 2.2.

8.2. Report Sections for Job Hazard Analysis: based on the items in 2.3.

8.3. Weekly Report: Documentation of activities corresponding to the HMS weekly timesheet.

8.4. Hold Harmless Agreements, Non-Disclosure Agreement, Proof of training certifications.

10. IDENTIFICATION OF CONTRACTOR EMPLOYEES:

All contract personnel are required to identify themselves as contractors. Whether attending meetings, answering government telephones, or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are government employees.
