ATTACHMENT E – Technical Draftsman
PERFORMANCE WORK STATEMENT (PWS)
Technical Draftsman
1. INTRODUCTION
Bureau of Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US.
2. SCOPE
Reclamation has a need for a technical draftsman to receive engineering design information in various formats and create engineering drawings for construction in accordance with Reclamation guidelines.
The following tasks will be performed:
2.1. Create engineering construction drawings in AutoCADD .dwg format from data and information provided by Technical Services Center (TSC) civil and geotechnical engineers.
2.2. Perform revisions to the drawings from weekly design engineer drawing reviews.
2.3. Perform revisions to the drawings created from a 30-percent (schematic), 60-percent (design), and 90-percent (final) design team review comments. All drawings will be reviewed a complete set for the 30-, 60-, and 90-percent reviews.
2.4. Approximately 20 civil and 20 geotechnical drawings, for a total of approximately 40 drawings, will be created for the resulting task order.
2.5. All drawings shall be in accordance with the Reclamation Design Standards and with the required Reclamation title block on the drawing.
3. PERSONNEL QUALIFICATIONS
The contractor candidate must demonstrate a minimum of 5 years of experience in engineering drafting for construction contracts.
Technical Draftsman demonstrated by the following minimum qualifications:
3.1. Extensive experience with AutoCAD Release 2020 with Civil 3-D.
3.2. Extensive experience with creating and modifying engineering drawings in AutoCADD format.
3.3. Experience working in an engineering design office producing drawings from engineering data (e.g. civil, geotechnical, mechanical, electrical, environmental, etc.)
3.4. Pass a background investigation for clearance to use government equipment and obtain a government issued Personal Identification Credential (PIV Card) to access government systems.
3.5. Knowledge of Reclamation Safety and Health Standards as they apply to construction safety.
3.6. Computer skills including the use of Microsoft Office (Teams for virtual meetings, SharePoint for data management, Word to prepare reports, and Excel to prepare spreadsheets of installed quantities, etc.).
3.7. Must be able to work as a responsive team member, meet schedules, and perform well without oversight.
4. PERIOD AND PLACE OF PERFORMANCE
4.1. Work will be performed in the Missouri Basin Region at a Reclamation facility near Billings, Montana.
4.2. It is anticipated the task order period of performance will be sixteen (16) months after award. The anticipated level of effort is 40 hours per work week for up to 50 weeks; up to 2000 hours.
4.3. This a LABOR-HOUR task order for reimbursement of actual labor-hours worked. Timesheets will be submitted to COR and verified by the on-site Project Manager (PM) on a weekly basis, with reporting daily to check-in/out with the PM.
4.4. The typical work week is a 40 hours and may be up to 10 hours per day, not to exceed 50 hours per week.
5. GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS (GFM)
5.1. One computer lap top preloaded with AutoCADD Civil 3-D, release 2020 and the Microsoft Office Professional software suite, Microsoft Teams software, and a Reclamation email account.
5.2. Government will furnish a workspace with computer laptop docking station, keyboard, mouse, two monitors, office telephone, desk, and chair.
5.3. Network access to Reclamation servers where the drawings and design data are stored.
5.4. Government will provide drawings and report templates.
5.5. The contractor shall be responsible for providing all other equipment (cell phone, camera, and personal laptop computer) and personal protective equipment (hearing protection, safety glasses, any equipment for site-visit if required, etc.) necessary to accomplish the required tasks.
6. TRAVEL
Travel costs are reimbursed in accordance with FAR 31.205-46 and the Federal Travel Regulations.
7. SECURITY
Contractor employee(s) must comply with Reclamation security procedures and security training requirements in accordance with Reclamation Clause WBR 1452.237-80.
8. DELIVERABLES
The following paragraphs and Deliverables Table below provides a listing of deliverables, the media required, the number of copies, and the recipients.
8.1. Weekly Activity Reports: Weekly report documenting contractor employee’s activities and performance of duties, such as times in/out, drawing progress, designer reviews, participation in meetings, etc.
8.2. Complete 30 Percent Review: Provide approximately 40 drawings for design team review as instructed by the onsite government Project Manager.
8.3. Complete 60 Percent Review: Provide approximately 40 drawings for design team review incorporating all revisions and comments from the 30 percent.
8.4. Complete 90 Percent Review: Provide approximately 40 drawings for design team review incorporating all revisions and comments from the 60 percent.
8.5. Final Drawing Set: Provide approximately 40 final drawings peer reviewed by the design lead or .

10. IDENTIFICATION OF CONTRACTOR EMPLOYEES
All contract personnel are required to identify themselves as contractors. Whether attending meetings, answering government telephones, or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are government employees.
