ATTACHMENT B – Pipeline Inspector

PERFORMANCE WORK STATEMENT (PWS)

Water System Pipeline Civil Construction Inspector

1. INTRODUCTION

Bureau of Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US.

2. SCOPE

Reclamation has need for a civil construction inspector (CCI) on a water supply pipeline project to inspect pipeline construction and installation. Various types of pipe may be used (steel, HDPE, PVC, ductile iron). The CCI will inspect the installation of typical pipeline new construction, including but not limited to: excavation, installation, embedment, backfill, pressure testing, and all appurtenances associated with pipeline construction, valves, metal piping, cathodic protection, coating and lining, welding, structural concrete etc.

The following tasks will be performed:

2.1. The CCI shall be on site at all times when the construction contractor is present to perform daily observation and construction inspection to monitor and ensure compliance with the plans and specifications, monitor work site for safety, and monitor contractor safety compliance. The CCI will perform inspections of the construction contractor’s work/activities to ensure compliance with the specifications and drawings and standard engineering and construction practices, referenced standards, and provide Reclamation with comments on CC submittals. Documentation of field activities will be through daily written reports and photographs. The CCI will document the construction contractor’s work activities in detailed written report format including photographs describing activities at the site, an accounting of construction contractor equipment and personnel, significant discussions with construction contractor personnel, and any safety issues and resolution of those issues. The Project Manager (PM) will provide a template for the Daily, Weekly, and Monthly Report formats.

2.2. The CCI will serve as Reclamation’s on-site eyes and ears but has no contractual authority to direct the construction contractor’s performance of the work.

2.3. The CCI shall become familiar with the plans and specifications, contract documents, referenced standards, and approved submittals. The CCI must provide regular, ongoing communication with the Construction Contracting Officer’s Representative (CCOR) overseeing the construction to keep them apprised of construction contractor’s progress and any construction related or non-compliance issues that may arise during construction contractor’s performance of the work. Such issues may include, but are not limited to, specifications requirements, testing and inspection results, safety infractions, scheduling changes, substandard materials or workmanship, and unusual or unanticipated problems. Safety compliance includes monitoring of construction contractor work practices and activities for compliance with the construction contractor’s Health and Safety Plan, the Reclamation Safety and Health Standards (RSHS), participation in construction contractor safety meetings, and review of construction contractor prepared Job Hazard Analyses.

2.4. The Construction Contracting Officer’s Representative (CCOR) is not the same as the Contracting Officer’s Representative (COR) for the CCI services. The CCOR has been assigned to the actual contract for the construction work and may not be the same as the COR for the specific task order for the CCI. The COR for the CCI will be assigned at the time of award of the task order.

2.5. The CCI shall provide detailed daily inspection reports, weekly reports, and monthly reports describing activities at the site, including an accounting of the construction contractor equipment and personnel. Significant discussions with construction contractor personnel shall be well documented, as well as any safety issues and resolution of those issues. Include a minimum of two photographs of the day’s activities.

2.6. The CCI shall provide construction progress photos with detailed documentation compiled in a Word document. Each photograph shall be captioned with the following information; date photo was taken, project title, construction contractor’s name, along with a brief narrative describing what being illustrated on the photo. On a daily basis, individual digital image files will be named with location, topic, and date (naming convention as approved by the PM).

2.7. The CCI shall immediately notify the Reclamation PM, CCOR, and COR followed with a written report within 4 business hours, if the construction contractor’s work activities are not in compliance with the specifications and drawings for the project or as approved in the budget.

2.8. The CCI is required to sign a Non-Disclosure Statement.

3. PERSONNEL QUALIFICATIONS

The CCI must have experience and proficiency in performing construction inspection specifically on supply water system pipelines within the last 5 years to ensure compliance with plans and specifications.

CCI qualifications must include:

3.1. Has professional knowledge of construction industry standards, including civil, mechanical, and electrical engineering, necessary for the understanding of plans and specifications and when inspecting construction.

3.2. Has a minimum of 5 years’ experience inspecting civil construction on industrial or large-scale water pipeline projects.

3.3. Has knowledge of requirements and standards for providing domestic water supplies; have knowledge of and understand the applicability of Federal regulations and standards governing the Safe Drinking Water Act and how they apply to Reclamation.

3.4. Knowledge of construction safety standards and regulations. Knowledge of Reclamation Safety and Health Standards as they apply to construction is preferred but not required.

3.5. General knowledge of OSHA construction safety. The CCI shall have training in the following (certification within the last 3 years): Hearing Conservation, Hazard Communication, Hazardous Energy Protection (Lock-Out-Tag-Out), Fall Protection, Confined Space training, Heavy Equipment Safety Check Out Experience.

3.6. Knowledge of the removal and disposal of asbestos containing materials.

3.7. Ability to communicate proficiently at a standard government document level both orally and in writing.

3.8. Computer skills including the use of Microsoft SharePoint, Word to prepare reports, and Microsoft Excel to prepare spreadsheets of installed quantities.

3.9. Physical ability to walk distances, climb ladders, work long days, and able to withstand ambient weather conditions. Required physical ability to move around pumping plant and pipeline construction, including climbing in and out of pipe trenches that vary in depth and pumping plant excavations that could be 20’ deep. Ability to work from and elevated scaffold or platform requiring the CCI to be tied off. Ability to work in a confined space.

3.10. Demonstrate proficiency on federal government construction projects, at managing time efficiently, working independently, and can facilitate adhering to the construction schedule (advises the CCOR/CO, but does not direct the construction contractor activities).

4. PERIOD AND PLACE OF PERFORMANCE

4.1. Work will be performed in the Upper Colorado Basin Region in northern New Mexico.

4.2. It is anticipated the task order period of performance will be four (4) months after award. The anticipated level of effort is up to 550 hours and overtime of up to 200 hours (750 hours).

4.3. This a LABOR-HOUR task order for reimbursement of actual labor-hours worked. Timesheets will be submitted to COR and verified by the on-site PM on a weekly basis, with reporting daily to check-in/out with the PM.

4.4. The typical work week is a minimum of 40 hours and may be up to 10 hours per day. Core work hours are between 07:00AM to 05:30PM with one half hour un/paid mid-shift break, five days a week, and occasionally may exceed 10 hours per day and/or an average of 50 hours per week to meet construction schedule demands. Work week is Monday through Saturday, but may include Sunday if necessary, to meet construction schedule demands.

5. GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS (GFM)

5.1. GFE: Government may provide a laptop if network access is required.

5.2. GFM: Construction design specifications and design drawings.

5.3. Contract employee(s) will provide their own Personal Protective Equipment and transportation to and onsite.

5.4. The Contractor must be on-site daily. For mobilization and demobilization, each trip requires pre-authorization. Travel costs are reimbursed in accordance with FAR 31.205-46 and the Federal Travel Regulations.

6. GOVERNMENT VEHICLES Contract employees will not operate any Government vehicle. Before any contractor employee is an occupant in any government vehicle, the contractor employee must sign and submit a Hold Harmless Government Vehicle Release.

7. SECURITY

Contractor employee(s) must comply with Reclamation security procedures and security training requirements in accordance with Reclamation Clause WBR 1452.237-80.

8. DELIVERABLES

The following paragraphs and Deliverables Table below provides a listing of deliverables, the media required, the number of copies, and the recipients.

8.1. Daily Inspection Reports: Provide detailed written daily reports having detailed documentation of field activities through daily written recitation and photographs. Document daily construction inspection to monitor compliance with the specifications, monitor work site for safety, and monitor contractor safety compliance. Include an accounting of construction contractor equipment and personnel. Significant discussions with construction contractor personnel shall be well documented, as well as any safety issues and resolution of those issues. Include a minimum of two photographs with descriptive file name, photo captioning, and date/time stamp to record visual events/objects pertaining to the day’s activities. Daily report template shall be provided by the CCOR.

8.2. Weekly Activity Reports: Provide detailed written weekly reports describing daily activities of the CCI that document the CCI timesheet for the week in a journal format. Include a general overview of construction contractor activities, issues faced and who problems were reported to, and any other pertinent information about the week not captured elsewhere. The CCOR may request a weekly recap of the Daily Inspection Report to accompany the above information.

8.3. Monthly Reports: Monthly reports shall compile the daily reports in a template to be provided by the CCOR for capturing the required information.

8.4. Photographs: Provide construction progress photos with detailed documentation. Photos must be compiled in a Word document with captions as described in Section 2.5. JPG image files will be labeled as described in 2.5 and delivered on digital media, as determined by the PM.

8.5. Issue Notification and Reports: Per Section 2.6, CCI must notify the PM, CCOR, and COR immediately, followed with a written report within 4 business hours, if the construction contractor’s work activities are not in compliance with the specifications and drawings for the project or as approved in the budget. The written report will be thorough and complete recitation of the issue encountered, any temporary solution, and possible follow-up that may be required by Reclamation, the construction contractor, and/or the inspector.

8.6. Non-Disclosure Statement: The CCI is required to sign a Non-Disclosure Statement and submit it to the PM, Contracting Officer (CO), and COR.

10. IDENTIFICATION OF CONTRACTOR EMPLOYEES:

All contract personnel are required to identify themselves as contractors. Whether attending meetings, answering government telephones, or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are government employees.
