ATTACHMENT D – Construction Surveyor
PERFORMANCE WORK STATEMENT (PWS)
Construction Surveyor
1. INTRODUCTION
Bureau of Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US.
2. SCOPE
Reclamation has a need for a bathymetric surveyor (BS) at a reservoir to determine the degree of sedimentation and areas of deposition within the reservoir.
The following tasks will be performed:
2.1. Multibeam depth sounder continuous bathymetric survey sufficient for 1-foot intervals vertical representative of the terrain and boat tracking using RTK GPS. Bathymetric data will be combined with contour data from the National Elevation Database or LiDAR to produce a combined digital surface of the reservoir bottom. Prepare a longitudinal profile of the reservoir bottom including thalweg, water surface delineation, and cross-sections at historical rangelines.
2.2. Prepare data to compare to previously collected data having a project datum NGVD29. Data will be used by Reclamation to produce an estimated sedimentation volume since the previous survey and determine new reservoir surface area and storage capacity tables for the full elevation range of dam and reservoir operations.
2.3. Data collection must be performed within four days between May 17 and May 21, 2021.
2.4. Documentation, such as surveyor’s notes and raw data, post processed data, worksite photos, and final report providing metadata, technical information regarding equipment used, methodology, reservoir water elevation and conditions, discussion of survey control and datum, observations, maps, and summary of the survey including surface area and storage capacity, to accompany the digital geographic information, compatible for use with ESRI ArcGIS (5-foot raster cells) and AutoCAD.
3. PERSONNEL QUALIFICATIONS
The BS must be able to demonstrate a minimum of 5 years of experience performing bathymetric surveys and post-processing.
BS must meet or exceed the following minimum qualifications:
3.1. Qualifications, certifications, and experience with equipment and data and methods for geodetic survey measurements to determine horizontal and vertical point locations, produce digital surfaces, and quantity calculations to provide tasks 2.1 to 2.4.
3.2. Understanding of Reclamation Safety and Health Standards as they apply to safety. Motorboat certifications for operation and safety. Physically able to perform the work over long hours and tolerate ambient weather conditions.
3.3. Ability to communicate proficiently at a standard government document level both orally and in writing.
3.4. Computer skills including the use of applicable hardware and software to provide 11.0 Deliverables.
3.5. Boat and equipment will use the following, or better: multibeam echo sounder, variable -frequency transducer up to 512 beams or better capable of projecting a swath width up to 120 degrees in 120 meters of water, with integrated motion reference unit, near-surface sound velocity probe for calibrating, two GPS receivers to measure the boat position and heading with a base station and receiver for +/- 2 cm horizontal and +/-3 cm vertical for stationary points and within 20 cm moving boat accuracy, an external GPS radio, and processor box for synchronization of all depth, sound velocity, position, heading and motion sensor data.
3.6. Physical ability to perform the work and able to withstand ambient weather conditions.
4. PERIOD OF PERFORMANCE
4.1. It is anticipated the task order period of performance will be April 1, 2021 through August 1, 2021. Data collection will be performed within four days between May 17 and May 21, 2021.
4.2. This is a FIRM-FIXED PRICE AWARD, payment to be made upon review and acceptance by Reclamation.
5. GOVERNMENT-FURNISHED EQUIPMENT AND MATERIALS
5.1. Government will provide National Elevation Data, LiDAR, assistance with local datums and control points previously used for historical surveys and cross-sections.
5.2. The contractor shall be responsible for providing all other equipment and personal protective equipment necessary to accomplish the required tasks.
6. GOVERNMENT VEHICLES Contract employees will not operate any Government vehicle. Before any contractor employee is an occupant in any government vehicle, the contractor employee must sign and submit a Hold Harmless Government Vehicle Release.
7. SECURITY
Contractor employee(s) must comply with Reclamation security procedures and security training requirements in accordance with Reclamation Clause WBR 1452.237-80.
8. DELIVERABLES
The following paragraphs and Deliverables Table below provides a listing of deliverables, the media required, the number of copies, and the recipients.
8.1. Survey data: Survey field notes, calculations, tabular reports.
8.2. Raw pre-/post-processed data and metadata: Raw data points and documentation of the surveying control and verification, photos, narratives, discussions of importance to the job.
8.3. ESRI ArcGIS and AutoCAD reservoir survey database: BS will provide metadata and databases.
8.4. Final Report: Report as described in 2.4.
8.5. Signed Releases, Authorizations, Agreements, and Certificates: BS shall sign the Hold-harmless releases, Non-Disclosure Agreement, and provide certificates as required.

9. IDENTIFICATION OF CONTRACTOR EMPLOYEES:
All contract personnel are required to identify themselves as contractors. Whether attending meetings, answering government telephones, or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are government employees.
