ATTACHMENT C – Materials Testing
PERFORMANCE WORK STATEMENT (PWS)
Geotechnical Materials Testing Lab Technician
1. INTRODUCTION
Bureau of Reclamation is a water management agency with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US.
2. SCOPE
Reclamation is performing a Safety of Dams Project on a dam near Ephrata, Washington. Principle features of work include constructing and removing temporary bypass roadway on dam, furnishing and placing cast-in-place concrete to construct various features, furnishing and placing shotcrete, roller-compacted concrete, and soil cement, excavation of existing dam embankment; excavation for auxiliary spillway, constructing hardened crest and dike embankments, excavating and constructing embankments for permanent road relocation, constructing permanent road relocation using asphaltic concrete pavement, and reconstructing the top of dam roadway using asphaltic concrete pavement.
A need exists for a Materials Laboratory Engineering Technician (MLET). This individual will be responsible for directing the testing of construction materials for specifications compliance of a Reclamation construction project.
The type of materials testing to be performed includes gradations of earth, concrete materials, in-place densities of earth, laboratory maximum densities of earth materials, and determining properties of freshly batched concrete.
The following tasks will be performed:
2.1. The MLET shall become familiar with the plans and specifications for the construction project.

2.3. The MLET may receive samples collected by Reclamation personnel, or may need to be on-site to collect samples, prepare samples, and test samples.
3. PERSONNEL QUALIFICATIONS
The Materials Lab Technician shall have extensive experience working in a construction materials laboratory and in materials testing and shall have expert knowledge of construction as demonstrated by the following minimum qualifications:
3.1. Experience with processing, placement, and testing of zoned earth embankments.
3.2. Experience with gradation analysis testing of soils and aggregates.
3.3. Experience with in-place density testing, including sand cone and nuclear gauge methods.
3.4. Experience with the testing of fresh concrete, including slump, temperature, air content, and preparation and testing for compressive strength of concrete cylinder samples.
3.5. Preferred knowledge of materials testing standards including the following Bureau of Reclamation’s earth and concrete test standards:
3.5.1. Earth Manual, Part 2, Third Edition, Material Engineering Branch, Research and Laboratory Services Division U.S. Department of the Interior, United States Bureau of Reclamation, Denver Office, 1990.
3.5.2. Concrete Manual, Part 2, Ninth Edition, Material Engineering Branch, Research and Laboratory Services Division U.S. Department of the Interior, United States Bureau of Reclamation, Denver Office, 1992.
3.5.3. Preferred knowledge of Reclamation Safety and Health Standards as they apply to construction safety.
4. PLACE AND PERIOD OF PERFORMANCE
4.1. Work will be performed in the Columbia-Pacific Northwest Region at a Reclamation facility in/near Ephrata, Washington.
4.2. The anticipated period of performance is sixteen (16) months from the time of the award; the anticipated level of effort is up to 2000 hours.
4.3. This a LABOR-HOUR task order for reimbursement of actual labor-hours worked. Timesheets will be submitted to Contracting Officer’s Representative (COR) and verified by the on-site designated Reclamation representative on a weekly basis, with reporting daily to check-in/out with the Resident Engineer-Project Manager.
4.4. The typical work week is 40 hours and may be up to 10 hours per day.
5. GOVERNMENT-FURNISHED EQUIPMENT (GFE) AND MATERIALS (GFM)
5.1. The Government will provide office and test laboratory facilities, laboratory tools, machinery and equipment to conduct the work (concrete mixers, test machines, test frames, data acquisition instruments and systems, slump cones, air pressure pots, rods, cylinder molds, shovels, wheelbarrows, and scoops, etc.).
5.1.1. The contractor shall not take GFE off the Government designated premises unless authorized by a property pass for a specific period of use, which does not allow personal or unauthorized use. The contractor may be held fiscally responsible in the event of gross negligence, abuse, or loss of GFE.
5.2. The Government will provide disposable laboratory supplies.
5.3. Contractor-Furnished Equipment and Materials: The contractor shall be responsible for providing all other equipment (cell phone, personal laptop computer, etc) and personal protective equipment (steel toed boots, safety glasses, safety vest, and hardhat, etc.) necessary to accomplish the required tasks.
5.4. The contractor must be on-site daily. For mobilization and demobilization, each trip requires pre-authorization. Travel costs are reimbursed in accordance with FAR 31.205-46 and the Federal Travel Regulations.
6. GOVERNMENT VEHICLES Contract employees will not operate any Government vehicle. Before any contractor employee is an occupant in any government vehicle, the contractor employee must sign and submit a Hold Harmless Government Vehicle Release.
7. SECURITY
Contractor employee(s) must comply with Reclamation security procedures and security training requirements in accordance with Reclamation Clause WBR 1452.237-80.
8. DELIVERABLES
The following paragraphs and Deliverables Table below provides a listing of deliverables, the media required, the number of copies, and the recipients.
8.1. Provide and Perform Quality Assurance materials testing during the dam modifications. Perform materials testing at the construction site. Provide documented test results to the appropriate Government personnel as soon as testing is completed.
8.2. Document all testing data/results on approved standard forms. Submit all test data/results on forms PCQAS, PCDIRT and the L-29’s forms, and the forms included in the Earth Manual and Concrete Manual Referenced in Section 3.5.
8.3. Track the construction contractor’s quantities of forwarded materials that are required to undergo testing. An example may include, but not be limited to, cement and pozzolan materials. Testing will take place at the construction site. The MLET shall maintain a spreadsheet of the quantities of all the construction contractor’s materials delivered to the work site; and the construction contractor’s materials batched on and off-site. The material lab technician shall also keep track of materials which do not meet the required construction contract specifications as determined by the MLET. Any material wasted and disposed of by the construction contractor shall be tracked with a detailed written explanation of why the material(s) were wasted. As the related performance standard, the MLET shall track all construction contractor’s materials (that require testing) so as to fully enable the Government to accurately track construction testing materials that the Government may be obligated to reimburse the construction contractor for.
8.4. Attend the construction contractor’s toolbox safety meetings. The general purposes of the meetings are to discuss on-site job site work safety issues and possible upcoming safety concerns (e.g. attributed to differing site conditions). Document meeting minutes in sufficient detail to enable the Government to unilaterally track meeting events without consultation with the Materials Lab Manager.
8.5. Provide a weekly report of the MLET’s activities.
8.6. Provide monthly summary of all testing activities with all test results, along with a brief description of the construction activities related to testing for incorporation into the monthly construction progress report (L-29).
8.7. The Contractor employee shall be required to sign a Non-Disclosure Statement.

10. IDENTIFICATION OF CONTRACTOR EMPLOYEES:
All contract personnel are required to identify themselves as contractors. Whether attending meetings, answering government telephones, or working in other situations where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are government employees.
