About this file
This is a scoring sheet for the Whittier Elementary HVAC Electrification project issued by the Salt Lake City School District (SLCSD) in conjunction with McKinstry, evaluating electrical services proposals under Solicitation #TB2538-WE. The project involves providing electrical goods and services for an HVAC retrofit at Whittier Elementary School located at 1600 S 300 E, Salt Lake City, Utah. The scope encompasses all line voltage electrical components required for the mechanical retrofit work inside the building and the installation of the ground loop bore field outside the building, with piping, insulation, mechanical equipment, controls, and testing-and-balancing work to be provided through separate RFPs. Drilling, earthwork, and ground loop system installation will also be procured separately. The scoring sheet establishes a mandatory requirements evaluation and five scoreable technical criteria categories to assess vendor qualifications, project team experience, past performance, management approach, and scope narrative clarity.
The evaluation framework utilizes a 10-point scale with 0 indicating failure and 10 indicating excellence across technical criteria weighted by importance, with the Scope Narrative receiving the highest weight of 3.5 points and Management Plan weighted at 0.5 points. Vendors must achieve a minimum of 40 points (57 percent) to meet the required technical threshold. Mandatory requirements include submission of a completed McKinstry prequalification application with documentation of business and contractor licenses, workers' compensation insurance ratings for the past three years, OSHA 300-A logs and citations for the past three years, current liability insurance certificates, bonding company statement, and acknowledgment of all RFP attachments. An additional evaluation criterion assesses alignment between the vendor's stated scope narrative and the proposed cost, ensuring consistency between inclusions, equipment, alternates, value engineering suggestions, project team composition, and general conditions with pricing submitted.
