About this file

This document is an Attachment C Detailed Scope of Work for a Request for Proposals issued by Salt Lake City School District in conjunction with McKinstry, a design-build partner, for electrical services related to an HVAC electrification retrofit project at Whittier Elementary School located at 1600 S 300 E, Salt Lake City, Utah. The project supports the district's sustainability action plan to achieve 100% renewable energy by 2030 and 100% carbon neutrality by 2040. The scope of work encompasses all line-voltage electrical components required to support the removal and replacement of existing HVAC equipment and the installation of a central ground source heat pump (GSHP) unit designed to meet 100% of the cooling load and approximately 80% of the heating load. The electrical subcontractor is responsible for complete demolition of existing line-voltage equipment and installation of new safety disconnects, circuit breakers, conduit, wiring, variable speed drives, and supports for new equipment. Work must comply with the 2023 National Electric Code, 2021 International Building Code, and other applicable state and local codes adopted by Utah and Salt Lake City, with equipment sized for the site altitude of 4,220 feet above sea level. Mechanical retrofit work, piping, controls, and ground loop system installation will be procured through separate RFPs.

The document establishes that McKinstry is responsible for mechanical, structural, ground loop heat exchanger, and electrical design, with the electrical subcontractor required to coordinate with McKinstry engineers to verify equipment location, mounting, and isolation details before installation. The subcontractor must follow strict safety protocols including documented written approval for all live electrical work and proper lock-out-tag-out procedures. The subcontractor bears liability for damages resulting from failure to coordinate schedule or meet agreed-upon completion dates and is required to provide coordination drawings, as-built drawings, training as needed, and coordinate with concurrent work occurring on the project site. Commissioning is identified as provided by others, with the subcontractor required to coordinate with commissioning roles and responsibilities as specified in accompanying documentation.

PROJECT: Whittier Elementary HVAC Electrification - Electrical

DOCUMENT: Attachment C: EC Detailed Scope of Work

1. PROJECT SUMMARY & OVERVIEW:

Salt Lake City School District (SLCSD)’s sustainability action plan commits the District to achieving 100% renewable energy by 2030 and 100% carbon neutrality by 2040. The District has selected McKinstry as their design-build partner in their decarbonization journey, and together SLCSD and McKinstry have completed multiple phases of work touching lighting, solar PV, building controls optimization, weatherization, electric vehicle fleet management, and building electrification retrofits. Supported by a bond passed in 2024, the District is now engaged in the completion of an additional electrification retrofit project at Whittier Elementary School in Salt Lake City, Utah.

To support the District’s sustainability action plan, McKinstry is requesting proposals for the implementation of a building electrification retrofit at Whittier Elementary School. The basis of design for the building electrification is to install a central ground source heat pump (GSHP) unit at the school to replace existing heating and cooling systems. The GSHP systems are designed to meet 100% of the cooling load in the building, and approximately 80% of the heating load.

The scope of work described in this RFP includes the Electrical scope of work associated with the HVAC retrofit work to be completed at the school. The overall scope of work for the project includes Mechanical retrofit work inside the building as well as the installation of the ground loop bore field outside the building. Subcontractors responding to this RFP should include all required trades for the line voltage electrical components of the project. Piping, insulation, mechanical equipment, controls, TAB, etc. work shall be provided through a separate RFP. The drilling, earthwork, and installation of the ground loop system will also be priced through a separate RFP. Please refer to the construction documents and project specifications included with this RFP for detailed equipment and material installation requirements.
