About this file

This is a Request for Bids (RFB) specification document issued by the City of Dallas, through its Procurement Services office, for the establishment of a sixty-month Indefinite Delivery/Indefinite Quantity service agreement for janitorial services for the Dallas Water Utilities Department. The solicitation seeks to award contracts for comprehensive janitorial maintenance services across multiple City of Dallas facilities operating 24 hours a day, seven days a week, with services to be ordered on an as-needed basis. The scope includes day porter services, daily cleaning assignments, and specialized cleaning tasks at approximately 30 facilities including water treatment plants, wastewater treatment facilities, and administrative buildings, with total square footage ranging significantly across locations. The specification document does not provide explicit bid submission deadlines or site visit dates, though it references a pre-bid meeting to be held where bidders may ask questions directly of the requesting department. Bids must be submitted electronically through the City's Bonfire solicitation portal, with bid opening scheduled for 2:00 p.m. on the day following the due date. The contract will commence upon City Council approval and execution, with firm pricing required for all five consecutive twelve-month periods through the entire contract term.

The solicitation is structured into multiple groups (Groups 1-4) representing different facility locations and service requirements, with the City reserving the right to award by group, line item, in its entirety, or in the manner most advantageous to the City. Bidders must submit a $100.00 bid security (sealed bid bond, certified check, or cashier's check) and, if awarded, must execute performance and payment bonds in the amount of 25 percent of the annual contract value. The City of Dallas Local Preference Program allows local firms whose principal place of business is within the city and who hire city residents to be considered for award within 5 percent of the lowest bid for service contracts valued at less than $500,000. Contractors must comply with wage floor requirements established by Dallas City Council Resolution 15-2141, which mandates a minimum wage of $23.06 per hour (subject to annual adjustment) for all employees performing services under general service contracts exceeding $50,000. All cleaning products must meet Green Seal certification standards (GS-37) or equivalent environmental standards, and contractors must provide all equipment, supplies, uniforms, and personnel management. The City will compensate contractors within 30 days of receipt of correct invoices reflecting completed work, and reserves the right to deduct payments proportionally for unsatisfactory performance, with potential contract termination for failure to remedy deficiencies within 48 hours of written notification.
