About this file

This is Exhibit IV of a Request for Bids document for janitorial services for the City of Dallas, detailing environmental and operational standards for cleaning products, equipment, and service delivery. The contract establishes a sixty-month Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement with five twelve-month pricing periods. Services will be ordered on an as-needed basis throughout the agreement term. The exhibit specifies comprehensive requirements for green cleaning products that must meet certifications such as Green Seal GS-37, Environmental Choice standards (CCD-110, CCD-146, CCD-148), or California Code of Regulations VOC limits, depending on product category. Disposable janitorial paper products and trash bags must comply with EPA Comprehensive Procurement Guidelines or Green Seal standards (GS-09, GS-01) or Environmental Choice certifications. Hand soaps must meet Green Seal GS-41 or Environmental Choice CCD-104 standards and contain no antimicrobial agents except where required by health codes.

Cleaning equipment requirements mandate that vacuum cleaners be certified by the Carpet and Rug Institute "Green Label" Testing Program and operate below 70dBA sound levels, while carpet extraction equipment must meet the Institute's "Seal of Approval" standards. Powered floor maintenance equipment must include particulate capture devices and operate below 70dBA, and propane-powered equipment must have high-efficiency, low-emissions engines meeting CARB or EPA standards with sound levels below 90dBA. Automated scrubbing machines must have variable-speed pumps and on-board chemical metering or operate using tap water only. Battery-powered equipment must use environmentally preferable gel batteries, and all powered equipment must be ergonomically designed with safeguards to minimize vibration, noise, and building surface damage. Contractors must maintain detailed logs documenting equipment purchase dates and all repair and maintenance activities. The exhibit also specifies that contractors must fulfill all contract requirements, including work on the City of Dallas's eleven official holidays, at no additional cost.
