About this file
This is an administrative information attachment for a Colorado Department of Corrections (CDOC) procurement solicitation for beverages to be supplied through the canteen system. The document establishes operational and security requirements that all contractor personnel must meet prior to contract execution and service delivery. Contractors must complete CDOC's Enhanced Criminal Background Investigation, including fingerprinting, within 30 days of award notification or face potential contract termination. All personnel delivering goods or providing services are subject to criminal history checks, background screening, fingerprinting, drug testing, employment history verification, and professional credential validation. Contractors must comply with facility access protocols, including signing a Consent to Search Authorization form before entering any correctional facility.
The administrative requirements include strict prohibitions on contraband, including cell phones, cameras, tablets, laptops, tobacco, vapes, weapons, and alcohol or drugs in vehicles on state property. The solicitation requires contractor registration in CORE through the State of Colorado Vendor Self Service system before contract execution. All work must comply with Colorado accessibility standards and WCAG Level AA guidelines. The State of Colorado is exempt from all federal excise taxes and state and local government use taxes; however, bidders may be required to pay sales tax in certain political subdivisions, which the State will not reimburse. Bidders may submit exceptions to the state's contract template in redline format, though Colorado Special Provisions are non-negotiable, and any requested modifications may extend the contract execution timeline and be considered as increased risk in the evaluation process.
