About this file
This is a Statement of Work and Specifications document issued by the Colorado Department of Corrections (CDOC) through Colorado Correctional Industries (CCI) Canteen Services for RFQ 202600004 to procure beverages for resale to offenders in correctional facilities. The CDOC seeks to award Letters of Agreement with multiple vendors capable of delivering beverages, allowing the program flexibility to purchase goods from multiple awarded sources. Bidders may bid on any or all items listed in Exhibit D (Price Quote for Beverages) and must submit 3-5 product samples at their own expense for evaluation by the Canteen Review Committee, which meets monthly. The evaluation process assesses items for security risks, religious affiliations, and nutritional benefits. After award, bidders must provide photographs of awarded items and are prohibited from making product substitutions without prior written consent. All products must be packaged exclusively in plastic containers (clear packaging preferred), must not contain glass, metal, or alcohol, and must be engineered to withstand high-altitude transportation. Deliveries should occur via truck when feasible, otherwise UPS or FedEx, with receiving hours limited to 8:00 a.m. to 2:00 p.m. MST, Monday through Thursday, excluding specified holidays. All delivery drivers must pass CDOC criminal background checks and sign consent-to-search authorization forms.
Pricing allows one price change during the initial term of the Letter of Agreement, with subsequent adjustments permitted twice annually following the initial term, provided one request is submitted no later than 60 days prior to award renewal. Justification and written approval from Canteen staff are required for any price increase; if denied, the award transfers to the next lowest bidder. Two weeks' notice is required prior to price increase requests. Bidders must be registered with the Colorado Secretary of State before contract execution and must certify compliance with accessibility requirements and state tax payment obligations. Bidders experiencing product unavailability must immediately notify Canteen personnel with expected restock dates, and allocation transfers to the next lowest bidder during unavailability periods. Back orders are not permitted; unfulfilled items are eliminated from orders. All invoices must be submitted via email to doc_cci_purchasing@state.co.us when items ship, with separate invoices mandatory for each shipment.

STATEMENT OF WORK, SPECIFICATIONS, BIDDER RESPONSE
Colorado Department of Corrections RFQ 202600004
1. DESCRIPTION
Provide canteen items as per the specifications in this Exhibit. The Colorado Department of Corrections (CDOC) Colorado Correctional Industries (CCI), Canteen Services was established in 1987. The profits generated through canteen sales are used to maintain the overall operating costs of the program and help reduce reliance on taxpayer funds for offender recreational, educational, and social benefit expenditures. Canteen services, a part of Colorado Correctional Industries, operates as an order fulfillment service from a dedicated warehouse and production center at the east canon prison complex. Additionally, the service ensures offenders have access to a varied and appealing assortment of premium goods at competitive prices.
The CDOC has issued this RFQ in order to issue Letters of Agreement with multiple vendors who can deliver the Beverages sought to resell to Offenders.
