About this file
This is a Pre-Bid Meeting presentation for the City of Dallas, Office of Procurement Services, and Dallas Water Utility regarding Solicitation No. BD25-00029195 for Janitorial Services for DWU. The Request for Bids (RFB) seeks to establish a sixty-month Indefinite Delivery/Indefinite Quantity service price agreement with five consecutive twelve-month pricing periods for janitorial services to be ordered on an as-needed basis. The pre-bid meeting was held on December 9, 2025, at 2:00 PM. Written questions are due by 2:00 PM on December 12, 2025, and solicitation submissions are due by 1:00 PM on December 26, 2025. All proposals, questions, and correspondence must be submitted through the online Bonfire solicitation portal. The procurement process includes buyer review (1-3 weeks), solicitation advertisement (4-6 weeks), evaluation (2-4 weeks), negotiations and contract preparation (4-6 weeks), City Council approval (4-8 weeks), and contract execution (1-3 weeks).
The award will be made to the lowest responsive and responsible bidder. The City's Local Preference Program permits local firms whose principal place of business is in Dallas and who hire Dallas residents to be considered for award if their bid is within 5 percent of the lowest bid for contracts valued at less than $500,000 for goods or services. All suppliers must maintain updated Bonfire profile information with names consistent with state registration, complete all required forms, and meet insurance requirements and living wage affidavit obligations as specified in the updated General Terms and Conditions.
