About this file
This is a Bid Pricing Forms attachment for a Fleet Maintenance Services contract with the City of Arlington, Texas. The solicitation establishes a three-year contract for comprehensive fleet maintenance services, with pricing structured around both target and non-target work categories. Target services are estimated at $2,500,000 annually for each of the three contract years, with bidders required to provide detailed cost breakdowns for wages and salaries (management/administrative personnel, mechanics, parts personnel, and other personnel), fringe benefits, parts and supplies, subcontractor services, overhead, and corporate administration fees. The document requires bidders to explain any year-to-year changes in pricing and to account for transition costs as separate line items.
The pricing submission requires extensive disclosure of non-target service costs across twelve labor rate categories and fifteen non-labor input categories. Labor rates must be specified for straight-time, overtime, field work, weekend, holiday, travel time, and emergency call-out services, with separate rates for each of three shifts and associated differentials. Non-labor markups must be provided for various parts categories (preventive maintenance parts, repair parts, minor and major components, police car upfits, Handitrans bus upfits, consumables, lubricants), as well as shop equipment rentals, shipping and freight, and subcontracted work. Bidders must also provide fully burdened labor rates for management, supervisory, administrative, mechanical, and general labor categories, along with markup or discount percentages applicable to parts and sublet vendor services. Mitchell's Time Guide is specified as the standard for time and labor calculations for non-target work. Additional requirements include descriptions of warranties offered on technician labor and parts, environmental disposal fees, and any other non-target costs to be incurred.
