About this file
This exhibit document outlines the specifications and requirements for green cleaning products, equipment, and janitorial services for the City of Dallas under a sixty-month Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement. The contract establishes requirements for janitorial services across five consecutive twelve-month pricing periods. The scope encompasses cleaning materials and products, disposable janitorial paper products, trash bags, and cleaning equipment, with services to be ordered on an as-needed basis throughout the agreement term. All cleaning products must meet specific environmental certifications including Green Seal standards (GS-37, GS-40, GS-41, GS-09, GS-01) or Environmental Choice certifications (CCD-110, CCD-146, CCD-148, CCD-112, CCD-113, CCD-115, CCD-147, CCD-082, CCD-086, CCD-104) depending on product category. Disposable janitorial paper products and trash bags must comply with EPA Comprehensive Procurement Guidelines or relevant Green Seal and Environmental Choice standards.
The cleaning equipment specifications require vacuum cleaners certified by the Carpet and Rug Institute's "Green Label" Testing Program operating below 70dBA, carpet extraction equipment certified by the institute's "Seal of Approval" program, powered floor maintenance equipment equipped with particulate capture systems and operating below 70dBA, and propane-powered equipment with high-efficiency, low-emissions engines meeting CARB or EPA standards operating below 90dBA. All powered equipment must feature variable-speed pumps, ergonomic design, and surface protection safeguards, with contractors required to maintain detailed logs documenting equipment purchases, repairs, and maintenance activities. The contractor must fulfill all contract requirements on the eleven City-observed holidays—including New Year's Day, MLK Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Indigenous People's Day, Thanksgiving, the day after Thanksgiving, and Christmas—at no additional cost if needed for 24/7 operations coverage. The City reserves the right to add additional holidays during the contract term.
