The Township is soliciting proposals from qualified financial institutions to finance three capital items: one Tandem Dump Truck ($273,522.00), one Sanitation Truck ($296,473.00), and one Mower ($145,211.99), for a total financing amount of $715,206.99. Proposals must be submitted electronically through PennBid by 9:00 a.m. EST on Friday, August 7, 2026, with a tentative lease initiation date of September 11, 2026. Respondents must provide financing proposals for three separate amortization terms: five years, seven years, and maximum years, each with corresponding interest rates and annual level debt service payment schedules. The first lease payment is estimated to be due January 15, 2027, with annual payments thereafter. Questions regarding the RFP must be submitted through PennBid's Public Q&A section by Tuesday, August 4, 2026, at 4:00 p.m. EST. Award will be based on interest rates, terms, total repayment amount, and the Township's determination of best value.
All interest rates proposed must remain valid for thirty days from the proposal submission date. The financing is structured as a tax-exempt, non-bank qualified capital lease with level debt service, and the Township, as a tax-exempt entity, will not pay taxes on the leased vehicles and equipment. Respondents must establish an escrow account that accrues interest for the Township's benefit and must include a non-appropriation clause allowing the Township to terminate the lease at the end of any term if sufficient funds are not appropriated. The lease agreement must include an early payoff provision with a minimum sixty-day notice period and must disclose any early termination fees. Bidders must provide complete lease documentation, including escrow agreements, proof of insurance, and disclosure of any initial commitment fees, additional expenses billable to the Township, and financial reporting requirements. The Township retains the option to increase or reduce the total financing amount by up to ten percent. Vehicle titles will be held by the Township subject to the lender's rights under the lease, and upon lease conclusion, the Township will own the vehicles. MBEs, WBEs, and SBEs are encouraged to apply, and all selected firms must comply with municipal, state, and federal Affirmative Action and Equal Employment Opportunity requirements.
