About this file

This is a Measurement and Payment specification document for the City of Plant City, Florida's Water Reclamation Facility sand and sludge management procurement (RFP No. 26-008UO-HK-RFP). The project encompasses comprehensive facility maintenance services including mobilization/demobilization, pressure washing and cleaning of aeration basins, clarifiers, and digesters, grit removal and hauling, sludge pumping and hauling, sludge testing, removal and disposal of existing sand media, and supply and installation of new sand. Pricing for mobilization and demobilization is established as a fixed $50,000 lump sum, with partial payments released based on construction progress milestones (10% at 5% complete, 25% at 10% complete, 50% at 25% complete, and 100% at final completion). All remaining work items require unit pricing on a per-square-yard, per-cubic-yard, or per-sample basis, with payment calculated on actual quantities performed and verified by the City through certified weight tickets, flow meter readings, and approved testing documentation. The contract term extends for an initial three-year period with two optional one-year renewals at the City Manager's discretion, with pricing remaining firm during the initial term and subject to a maximum four-percent increase in renewal periods supported by Consumer Price Index documentation.

The contract is non-exclusive with no minimum work guarantee, allowing contractors to subcontract up to fifty percent of work with a maximum ten-percent administration markup. Contractor qualifications are weighted at thirty percent, project team qualifications at thirty percent, work narrative and safety plan at twenty percent, and cost evaluation at twenty percent. Contractors must maintain Workers' Compensation insurance, Commercial General Liability and Property Damage Insurance of at least $500,000 per person and $1,000,000 per occurrence, and Commercial Automobile Liability Insurance of $500,000, with the City named as additional insured. Proposals, not to exceed fifteen pages, must be submitted electronically through the City's e-Procurement Portal by March 26, 2026 at 2:00 p.m. local time, with a questions deadline of March 16, 2026 at 5:00 p.m. The solicitation does not disclose a specific total contract value or budget range; however, all costs are based on actual work performed as documented and accepted by the City.
