About this file

This is a technical operations manual excerpt from Parkson Corporation regarding sand removal and replacement procedures for DynaSand Filters, directly relevant to the City of Plant City, Florida's Request for Proposals (RFP No. 26-008UO-HK-RFP) for sand and sludge management services at the Water Reclamation Facility. The document provides detailed operational guidance for contractors who will manage sand filtration maintenance, including methods for removing sand using airlift pumps, techniques for preventing sand burial using PVC pipe assemblies, strategies for temporary sand storage in bags or drums, and procedures for transferring sand between multiple filters. The guidance emphasizes that sand removal should utilize low-pressure airlift pumping systems rather than diaphragm slurry pumps or concrete pumps, and explicitly cautions against substituting non-approved sand types, directing users to reference Section 3.2.G.9 for approved sand specifications. The City's procurement solicitation requires proposals by March 26, 2026 at 2:00 p.m., with questions due by March 16, 2026 at 5:00 p.m., and establishes a three-year initial contract term with two optional one-year renewal periods at the City Manager's discretion.

Pricing shall be submitted on a unit cost basis for all line items with mobilization and demobilization fixed at $50,000, while renewal periods permit fee adjustments up to four percent annually with ninety days' notice supported by Consumer Price Index documentation. The contract is non-exclusive with no minimum work guarantee, and the City reserves termination rights with thirty days' notice or the ability to delete contract portions at will. Contractors must maintain Workers' Compensation insurance, Commercial General Liability and Property Damage Insurance of at least $500,000 per person and $1,000,000 per occurrence, and Commercial Automobile Liability Insurance of $500,000, naming the City as additional insured. Evaluation criteria weight contractor qualifications at thirty percent, project team qualifications at thirty percent, work narrative and safety plan at twenty percent, and cost at twenty percent, with contractors permitted to subcontract up to fifty percent of work with a maximum ten percent administration markup. No specific contract budget or minimum funding amount is disclosed; costs are based on actual work performed as verified through certified weight tickets, flow meter readings, and approved testing procedures in compliance with OSHA, federal, state, and local regulations.

D. Sand Removal, Replacement and Changing

DynaSand® Filters require very particular characteristics for the sand used. Few sand suppliers can provide this type of sand. Specifically, the sand size and size distribution are important for the required degree of filtration. If it ever becomes necessary to change the sand in your filter, do not be tempted to use sand other than ones recommended by Parkson Corporation. See Section 3.2.G.9.

1. Sand can most easily be removed from the filter by letting the airlift pump do all the work. The filter should be kept full of water by running a hose into the top. A PVC pipe assembly should be made up, one end of which will fit into the top of the airlift. Use Schedule 40 1-1/4” pipe. One wrap of duct tape or electrical tape around the end that fits into the top of the airlift will make a good seal.

Figure 8 shows how to use this pipe.

To speed up sand pumping, an additional sand pump can be made up as in Figure 9. Tie a line around the pipe to prevent it from becoming buried too deeply in the sand.

If the sand is eventually to be replaced in the unit then pump it into bags or drums that can later be lifted to the top of the filter to re-install the sand. Remember that the airlift pump cannot pump much higher than the surface of the water, so keep the pipe assembly low. If you have multiple filters, sand can be pumped over into the other filters and then pumped back using their airlifts. It might be possible to pump sand back up to the filter using a rotary pump that keeps water moving quickly enough to keep the sand in suspension.

The hoses must be kept free of kinks. Diaphragm slurry pumps that work with concrete will not work with sand.

2. To replace sand in the unit, see Section 3.2.G
