About this file
This is a Measurement and Payment section for a water and sludge management contract issued by the City of Plant City, Florida for services at the Water Reclamation Facility located at 1500 Victoria Street. The contract encompasses multiple service categories including mobilization/demobilization, pressure washing and cleaning of WRF structures (aeration basins, clarifiers, digesters), grit removal and hauling, sludge pumping and hauling, sludge testing, sand filtration maintenance (removal of existing sand and installation of new sand), and disposal of removed sand. Payment for mobilization is structured as a lump sum of $50,000 with partial payments distributed based on construction completion percentages (10% at 5% complete, 25% at 10% complete, 50% at 25% complete, and 100% at full completion). All other work items are measured and paid on a unit basis, including per square yard for pressure washing, per cubic yard for grit removal, grit hauling, sludge pumping and hauling, sand removal, sand supply, sand installation, and sand disposal, and per sample for sludge testing.
Payment is made strictly for work actually performed and completed, with quantities verified by the City and supported by appropriate documentation such as certified weight tickets or flow meter readings. The contractor must prepare a detailed Schedule of Values upon execution of the agreement, with sufficient detail to identify work accomplished and ensure progress payments align with actual construction progress. The City reserves the right to increase or decrease quantities of any work item during construction, and contractors are required to include all ancillary costs within their bid items, including labor, equipment, materials, transportation, disposal fees, and site restoration. All sludge and sand disposal must comply with applicable Florida regulations, and material quality must be verified through testing and documentation prior to acceptance.
