The scope of work encompasses mobilization and demobilization, pressure washing and cleaning of aeration basins, clarifiers, and digesters, grit removal and hauling, sludge pumping and hauling, sludge testing, removal and installation of sand filtration media, and disposal of removed materials. The contract will be awarded on a unit pricing basis for all line items except mobilization and demobilization, which is fixed at a lump sum of $50,000. Payment will be based on actual work performed and verified by the City through certified weight tickets, flow meter readings, and approved testing procedures. The resulting contract will commence upon issuance for an initial three-year term with the possibility of two additional one-year renewal periods at the City Manager's sole discretion. Proposals must be submitted electronically by March 26, 2026 at 2:00 p.m. local time, with a question submission deadline of March 16, 2026 at 5:00 p.m.

Pricing shall be firm for the initial contract term, with contractors permitted to request fee adjustments during renewal periods supported by Consumer Price Index documentation, limited to a maximum four percent increase. The contract is non-exclusive with no minimum work guarantee, and the City reserves the right to terminate at any time with thirty days' notice or delete portions of the work. Contractors may subcontract up to fifty percent of the work with a maximum ten percent administration and management markup. The document specifies that contractors shall prepare a detailed schedule of values for progress payment purposes and that all work must comply with applicable OSHA, federal, state, and local regulations, including Florida's public records and sunshine laws. No specific total contract value or budget range is disclosed in the specification; however, costs will be determined by actual quantities of work performed as verified and documented by the City.
