1.4 WORK COVERED BY CONTRACT DOCUMENTS

A. The Work of Project is defined by the Contract Documents and consists of the following:

1. This set of construction documents includes requirements for 5 phases of construction.

Each phase will be bid separately. The 5 phases of work are identified on the drawings, sheet G102. Work inside the student and staff bedrooms and bathrooms is typically indicated in Room Group Type “A” - Students, Room Group Type “B” - Staff or Room Group Type “C” – Student ADA.

2. Phase 1 – Completed. Exterior work includes roof repair and patching. Interior work includes work on the first and second floor, including all common area ceilings.

Demolition work includes selected ceilings, resilient floor tile, selected fire protection systems and selected electrical systems, including replacement of the fire alarm system and all lighting fixtures. New construction includes ceilings, selected walls, ceiling bulkheads, flooring, wall base, doors, door frames and signage. New mechanical and electrical work includes thru-wall PTAC units for each staff, student and day room, a new HVAC supply system, including roof-top units, for all common areas and selected electrical system components, including replacement of the fire alarm system and lighting fixtures. The existing sprinkler system will also be modified as required for the new ceilings. No work inside Room Group Type “A”, Room Group Type “B” or Room Group Type “C” other than the PTAC units and fire alarms is included in Phase 1. See the drawings for additional Phase 1 work.

3. Phase 2: Exterior work in this phase includes the application of a new high performance (waterproof) coating on all the exterior walls of Building 6 and the connector to Building

4. Phase 3: No exterior work is included in this phase. Interior work includes work on the first and second floor in the east wing of the building. Demolition work in the identified Room Groups Types “A” and “C”, includes selected walls, resilient floor tile, ceramic tile, ceilings, plumbing systems, selected fire protection systems and selected electrical systems, including replacement of the fire alarm system and all lighting fixtures.

Demolition work in corridors 1-E and 2-E includes the flooring and wall base. New construction includes corridors 1-E and 2-E finishes as well as work in the identified Room Groups Type “A” and “C”. Work in Room Groups Type “A” and “C” includes selected walls, ceilings, flooring, doors, door frames, casework and signage. New mechanical and electrical work includes removal of selected plumbing fixtures, revision of bathroom exhaust system components and selected electrical system components, including replacement of lighting fixtures. See the drawings for additional Phase 3 work.

5. Phase 4: Exterior work in this phase includes a new addition to the connector between Buildings 5 and 6. The addition work includes revisions to both buildings 5 and 6.

Interior work includes work on the first and second floor in the west wing of the building.

Demolition work in the identified Room Groups Type “A”, includes selected walls, resilient floor tile, ceramic tile, ceilings, plumbing systems, selected fire protection systems and selected electrical systems, including replacement of the fire alarm system and all lighting fixtures. Demolition work in corridors 1-W and 2-W includes the flooring and wall base. New construction includes corridors 1-W and 2-W finishes as well as work in the identified Room Groups Type “A”. Work in Room Groups Type “A” includes selected walls, ceilings, flooring, doors, door frames, casework and signage.

New mechanical and electrical work includes removal of selected plumbing fixtures, revision of bathroom exhaust system components and selected electrical system components, including replacement of lighting fixtures. See the drawings for additional Phase 4 work.

6. Phase 5: No exterior work is included in this phase. Interior work includes work on the first and second floor in the north wing of the building. Demolition work in the identified Room Groups Types “A”, “B” and “C”, includes selected walls, resilient floor tile, ceramic tile, ceilings, plumbing systems, selected fire protection systems and selected electrical systems, including replacement of the fire alarm system and all lighting fixtures. Demolition work in corridors 1-N and 2-N includes the flooring and wall base.

New construction includes corridors 1-N and 2-N finishes as well as work in the identified Room Groups Type “A”, “B” and “C”. Work in Room Groups Type “A” “B” and “C” includes selected walls, ceilings, flooring, doors, door frames, casework and signage. B. Type of Contract:

1. Each phase of this Project will be constructed under a single prime contract. Only Phase 1 is to be included at this time.

C. Schedule: There is no mandatory completion date, although early completion as stated on the bid form will be considered a primary element of the bids. At least one half of the building will

be available for the Owner’s use at all times. The first priority for completion is the interior corridors, especially corridor 1-ND and Lobbies 1-NA and 2-NA.

1.5 ACCESS TO SITE

A. General: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section.

B. Use of Site: Limit use of Project site to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.

1. Limits: Confine construction operations to the area indicated on the drawings.

2. Driveways, Walkways and Entrances: Keep roads and driveways outside the contract limits clear at all times. Walkways serving premises are not in the scope of this work (except sidewalk on north side of building, east side, in Phase 4 only) and must be protected or replaced by the Contractor at the completion of this project. Entrances serving premises are in the scope of this work and must be protected or replaced by the Contractor at the completion of this project. Existing grade-level entrances are to receive new doors and must be protected from construction traffic.

a. Schedule deliveries to minimize use of driveways and entrances to adjacent occupied buildings.

b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

C. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period. Repair damage caused by construction operations.

1.6 COORDINATION WITH OCCUPANTS

A. Full Owner Occupancy: Owner will occupy site (outside construction limits), at least one half of this building (Building 6) and all of the adjacent building 5 during entire construction period.

Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's day-to-day operations.

Maintain existing exits to occupied buildings unless otherwise indicated.

1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from Owner and approval of authorities having jurisdiction.

2. Notify Owner not less than 72 hours in advance of activities that will affect Owner's operations.

B. Owner Limited Occupancy of Completed Areas of Construction: Owner reserves the right to occupy and to place and install equipment in completed portions of the Work, prior to Substantial Completion of the Work, provided such occupancy does not interfere with

completion of the Work. Such placement of equipment and limited occupancy shall not constitute acceptance of the total Work.

1. Owner or Architect will prepare a Certificate of Substantial Completion for each specific portion of the Work to be occupied prior to Owner acceptance of the completed Work.

2. Obtain a Certificate of Occupancy from authorities having jurisdiction before limited Owner occupancy.

d. Product Data, including drawings and descriptions of products and fabrication and installation procedures.

g. List of similar installations for completed projects with project names and addresses and names and addresses of architects and owners.

h. Material test reports from a qualified testing agency indicating and interpreting test results for compliance with requirements indicated.

i. Detailed comparison of Contractor's construction schedule using proposed substitution with products specified for the Work, including effect on the overall Contract Time. j. Cost information, including a proposal of change, if any, in the Contract Sum.

k. Contractor's certification that proposed substitution complies with requirements in the Contract Documents except as indicated in substitution request, is compatible with related materials, and is appropriate for applications indicated.

l. Contractor's waiver of rights to additional payment or time that may subsequently become necessary because of failure of proposed substitution to produce indicated results.

3. Architect's Action: If necessary, Architect or Owner will request additional information or documentation for evaluation within seven days of receipt of a request for substitution.

Architect or Owner will notify Contractor of acceptance or rejection of proposed substitution within 15 days of receipt of request, or seven days of receipt of additional information or documentation, whichever is later.

a. Forms of Acceptance: Change Order, Construction Change Directive, or Architect's Supplemental Instructions for minor changes in the Work.

b. Use product specified if Architect does not issue a decision on use of a proposed substitution within time allocated.

1.5 QUALITY ASSURANCE

A. Compatibility of Substitutions: Investigate and document compatibility of proposed substitution with related products and materials. Engage a qualified testing agency to perform compatibility tests recommended by manufacturers.

Coordination Drawings, General: Prepare coordination drawings according to requirements in individual Sections, and additionally where installation is not completely shown on Shop Drawings, where limited space availability necessitates coordination, or if coordination is required to facilitate integration of products and materials fabricated or installed by more than one entity.

B. Coordination Digital Data Files: Prepare coordination digital data files according to the following requirements:

1. File Preparation Format: Same digital data software program, version, and operating system as original Drawings.

2. File Preparation Format: DWG – AutoCAD 13.

3. File Submittal Format: Submit or post coordination drawing files using Portable Data File

(PDF) format.

4. Architect will furnish Contractor one set of digital data files of Drawings for use in preparing coordination digital data files.

1.7 REQUESTS FOR INFORMATION (RFIs)

A. General: Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI in the form specified.

1. Architect and/or Owner will return RFIs submitted to Architect and/or Owner by other entities controlled by Contractor with no response.

2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contractor's work or work of subcontractors.

B. Content of the RFI: Include a detailed, legible description of item needing information or interpretation and the following:

1. Project name.

2. Project number.

a. If Contractor believes the RFI response warrants change in the Contract Time or the Contract Sum, notify Architect and/or Owner in writing within 10 days of receipt of the RFI response.
