About this file
This is an addendum to a Request for Bids issued by the Rhode Island Department of Transportation for the Corridor-Ashaway project, which involves the replacement of three bridges in Providence County. The project encompasses Bridge No. 005051 (butted box beam), Bridge No. 005151 (concrete arch), and Bridge No. 005251 (butted box beam), all spanning bodies of water. The scope of work includes bridge demolition, foundation systems (piles and micropile systems), prefabricated structural steel tub girders, ultra-high-performance concrete closure pours, abutment and pier construction, deck systems, utility relocations, drainage structures, stormwater treatment systems, erosion control, ADA-compliant accessibility improvements, guardrails, landscaping, and asphalt and concrete placement. Phased completion deadlines are November 10, 2027 for the Ashaway River Bridge and August 14, 2028 for the Potter Hill Bridge, with substantial completion required by October 23, 2028. Proposals are due August 28, 2026 at 1:00 p.m. EDT through the Ocean State Procures electronic submission system. Vendor questions must be submitted by August 19, 2026 at 12:00 p.m. EDT. Lump sum item breakdowns are due within 70 days of apparent low bidder notification. Prefabricated bridge units require detailed shop drawings, welding procedures, and quality documentation with specific placement tolerances (1/4-inch for width and 1/8-inch for bearing elevation).
The project is federally funded under the Federal-Aid Highway program with 80% FHWA funding and 20% state funding (FAP Number STP-3334(001)). All work is subject to Davis-Bacon prevailing wage requirements effective May 18, 2026, and Buy America compliance mandates requiring 55 percent domestic content for manufactured products with a minimal use threshold of $2,500 or 0.1 percent of contract value for foreign materials. A 5% bid bond and 100% performance bond are required. Required insurance includes $1,000,000 general liability and workers' compensation coverage. Liquidated damages are assessed at $3,500 per day for phase completions and $1,950 per day for substantial completion milestones. A 0.33% contract administrative fee applies to the contract. The bridges were originally constructed between 1928 and 2002 with several rehabilitations performed as recently as 2019, and all currently have bituminous wearing surfaces.
