About this file
This is an addendum to a construction contract issued by the Rhode Island Department of Transportation for the Corridor-Ashaway bridge replacement project in Providence County. The addendum specifies contractor responsibilities for pre- and post-construction surveying, utility protection and damage liability, noise and vibration control measures, verification of utility structures and waterways, and damage prevention for storm drainage systems. The project involves the replacement of three bridges (Bridge No. 005051, 005151, and 005251) with phased completion deadlines of November 10, 2027 for the Ashaway River Bridge and August 14, 2028 for the Potter Hill Bridge, achieving substantial completion by October 23, 2028. Proposals were due August 28, 2026 at 1:00 p.m. EDT, with vendor questions due August 19, 2026 at 12:00 p.m. EDT. All proposals must be submitted electronically through Ocean State Procures.
The project is federally funded under the Federal-Aid Highway program with 80% FHWA funding and 20% state funding. All work is subject to Davis-Bacon prevailing wage requirements effective May 18, 2026, and Buy America compliance mandates requiring 55 percent domestic content for manufactured products with a minimal use threshold of $2,500 or 0.1 percent of contract value for foreign materials. Liquidated damages are assessed at $3,500 per day for phase completions and $1,950 per day for substantial completion milestones. A 5% bid bond and 100% performance bond are required, along with $1,000,000 general liability insurance and workers' compensation coverage. A 0.33% contract administrative fee applies. The addendum emphasizes that contractors bear full responsibility for utility notifications, damage repairs, drainage structure protection, and noise mitigation measures, with all associated costs included in the bid price at no additional cost to the State.

41. NOISE AND VIBRATION POLLUTION
The Contractor shall implement comprehensive measures to minimize noise and vibration pollution caused by construction activities. These activities include, but are not limited to, drilling, pile-driving, demolition, excavation, hauling, and the operation of heavy machinery.
All noise and vibration mitigation measures shall comply with applicable local, state, and federal regulations and shall be subject to the ongoing approval of the State. The cost of all noise and vibration control measures shall be included in the bid price and shall not be eligible for additional compensation unless otherwise specified in the contract or if additional requirements are required by RIDOT.
