About this file

This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office for Specifications for National Bridge Inventory (SNBI) Services (RFP S-73000-00013359). Oregon Transportation Professionals has been selected as one of seven top-ranked firms for Area 7 and is being invited to negotiate a Personal Services contract. The contract is expected to be effective by October 2025 with an anticipated term of approximately four years. ODOT's Project Manager, Joel Boothe, will serve as the primary contact for negotiating the statement of work (SOW), schedule of performance, and costs. The negotiation timeline requires the consultant to respond to SOW discussions within five days, submit a Breakdown of Costs (BOC) within 5-10 business days of the final ODOT scope, and complete all negotiations within the established schedule. ODOT will respond to BOC submissions and billing rates within 5-10 business days, with legal sufficiency review taking 15-20 business days depending on solicitation type. A Notice to Proceed will be issued one day after contract execution. No work is authorized until the contract is fully executed and the consultant receives written NTP from the ODOT PM. A selection protest period runs until 2:00 p.m. on December 19, 2025, for competing proposers claiming adverse impact from the selection.

The consultant must submit required award documentation including billing rate information, a Cost Disclosure Questionnaire, Breakdown of Costs, Certificates of Insurance, COI Disclosure, List of Subconsultants, a Responsibility Inquiry form, and a Business Registry Number. The BOC must demonstrate subcontractor utilization to meet the Disadvantaged Business Enterprise (DBE) goal established in the RFP. ODOT prefers payment via Automated Clearing House (ACH) direct deposit for ongoing monthly payments and provides a Vendor ACH Authorization form for consultants wishing to expedite payment processing. The contract will be structured as a fixed-price agreement with a total not-to-exceed amount to be negotiated through the SOW development process, covering labor, overhead, expenses, and potential contingency tasks. Funding is provided through Federal Highway Administration (FHWA) grants, with ODOT maintaining an overall DBE participation goal of 15.37% for federally funded contracts. If the consultant and ODOT cannot reach agreement on costs, tasks, or other work requirements within the negotiation timeframe while negotiating in good faith, ODOT may terminate negotiations and proceed with the next highest-ranked firm.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
