Summary
This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office for Specifications for National Bridge Inventory (SNBI) Services (RFP S-73000-00013359). The document notifies Fickett Structural Solutions, Inc. of its selection as one of seven top-ranked firms for contract negotiations to provide bridge inspection and data collection services across Oregon. The RFP solicitation was originally issued with an October 15, 2025 proposal submission deadline, with contract services expected to commence in October 2025 and continue for approximately four years. The procurement encompasses seven geographic regions (Areas 1-7) in Oregon, with Area 2 awarded to Fickett Structural Solutions, Inc. The services include comprehensive bridge inspections, traffic control, project management, and seasonal inspections designed to optimize efficiency during low stream or canal flows. ODOT's Project Manager, Joel Boothe, will serve as the primary contact for negotiations regarding the statement of work (SOW), schedule of performance, and costs. The negotiation phase is expected to be completed within a specified timeline: SOW discussion and revision within 10 business days, Breakdown of Costs (BOC) submission within 10 business days of final scope agreement, legal sufficiency review within 15-20 business days, and contract execution within 6-8 days thereafter, with Notice to Proceed issued within one day of execution.
The contract will be structured as a fixed-price agreement with costs to be negotiated through submission of a Breakdown of Costs that must demonstrate Disadvantaged Business Enterprise (DBE) subcontractor utilization meeting ODOT's 15.37% participation goal for federally funded contracts. Funding for the contract derives from the Federal Highway Administration (FHWA). Competing proposers have until 2:00 p.m. on December 19, 2025 to submit written selection protests. Award submittal requirements include billing rate information, cost disclosure questionnaires, certificates of insurance, lists of subconsultants, responsibility inquiry forms, and business registry numbers. ODOT offers optional ACH direct deposit payment authorization to expedite consultant payments and encourages consultants to extend ACH payment options to their subcontractors. No work is authorized until the contract is executed and the consultant receives written Notice to Proceed from the ODOT Project Manager.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
