About this file

This document is a Proposal Cover Sheet for a Request for Proposal (RFP# S-73000-00013359) issued by the Oregon Department of Transportation (ODOT). The RFP seeks proposals from qualified firms to provide civil engineering and bridge inspection services across multiple geographical areas within Oregon. Proposers must meet specific minimum qualifications, including having at least one Registered Civil Engineer and one Bridge Inspection Team Leader. The document outlines a comprehensive submission process with detailed checklist requirements and mandates specific certifications and disclosures from potential contractors.

The proposal requires proposing firms to demonstrate financial capability, non-discrimination practices, and compliance with state and federal regulations. Proposers must verify they are not debarred, suspended, or ineligible for public contracts, and must complete conflict of interest disclosures. The document emphasizes strict compliance with Oregon public records laws, equal employment opportunity standards, and procurement regulations. Firms must also certify they have not engaged in fraudulent activities and are not listed on federal sanctions lists. The RFP appears to be structured to ensure a thorough, transparent selection process for engineering service providers across different geographic regions of Oregon.
