About this file

This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office for Specifications for National Bridge Inventory (SNBI) Services (RFP S-73000-00013359). Consor North America, Inc. has been selected as one of seven top-ranked firms for Area 3 and is being invited to negotiate a Personal Services contract to provide comprehensive bridge inspection services. The contract is anticipated to be effective by October 2025 and will have a term of approximately four years, funded by Federal Highway Administration (FHWA) grants. ODOT's Project Manager, Joel Boothe, will serve as the primary contact for negotiations regarding the statement of work (SOW), schedule of performance, and costs. The negotiation timeline requires the Consultant to respond to work sessions within five business days, submit a Breakdown of Costs (BOC) within five to ten business days of final scope agreement, with legal sufficiency review and contract execution to be completed within the prescribed schedule. A written Notice to Proceed must be issued before any work is authorized. Competing proposers have until 2:00 p.m. on December 19, 2025, to submit any selection protests.

The Breakdown of Costs must demonstrate subcontractor utilization to meet the Disadvantaged Business Enterprise (DBE) goal established in the RFP, with ODOT maintaining an overall DBE participation goal of 15.37% for federally funded contracts. Award submittal requirements include billing rate information, cost disclosure questionnaires, certificates of insurance, lists of subconsultants, responsibility inquiry forms, and business registry numbers. ODOT prefers payment via Automated Clearing House (ACH) direct deposit for ongoing monthly payments. The contract will be structured as a fixed-price agreement with a total not-to-exceed amount to be negotiated during the contracting phase, covering labor, overhead, expenses, and potential contingency tasks. No specific budget range is stated in the notice, and compensation will be determined through negotiations with the selected consultant.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
