About this file
This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office for Specifications for National Bridge Inventory (SNBI) Services under RFP S-73000-00013359. The notice, dated December 12, 2025, informs DOWL, LLC of its selection as one of seven top-ranked firms for contract negotiations to provide personal services for bridge inspection across geographic Area 4. The competitive selection process evaluated proposals based on understanding of services, project team qualifications, capabilities, supporting resources, and proposal clarity, with a maximum possible score of 220 points. ODOT's Project Manager, Joel Boothe, will serve as the primary contact for negotiating the Statement of Work (SOW), schedule of performance, and costs. The negotiation phase is anticipated to commence within 5-10 business days of the notice and includes submission of a Breakdown of Costs (BOC), legal sufficiency review, signature routing, and issuance of a Notice to Proceed (NTP). The contract is expected to be effective by October 2025 and will have an approximate four-year term, funded by Federal Highway Administration (FHWA) grants.
The awarded consultant must submit required documentation including billing rate information, cost disclosure questionnaires, a Breakdown of Costs demonstrating Disadvantaged Business Enterprise (DBE) goal compliance of 15.37%, certificates of insurance, lists of subconsultants, responsibility inquiry forms, and business registry numbers. While specific contract values are not stated in this notice, compensation will be determined through negotiation and structured as a fixed-price agreement covering labor, overhead, expenses, and contingency tasks. ODOT prefers payment via Automated Clearing House (ACH) direct deposit for ongoing monthly invoices. The protest period for competing proposers closes at 2:00 p.m. on December 19, 2025. If negotiations with DOWL, LLC cannot be completed within the established timeline or if parties cannot reach agreement on costs and tasks, ODOT reserves the right to terminate negotiations and proceed with the next highest-ranked firm in accordance with Oregon Administrative Rules.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
