About this file
This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office dated December 12, 2025, for Specifications for National Bridge Inventory (SNBI) Services (RFP# S-73000-00013359). SHN Consulting Engineers & Geologists, Inc. has been selected as one of seven top-ranked firms for contract negotiations to provide personal services for bridge inventory specifications across geographic Area 6. The award submittal requirements include billing rate information, cost disclosure questionnaires, breakdown of costs, certificates of insurance, disclosure forms, lists of subconsultants, responsibility inquiry forms, and business registry numbers. The negotiation timeline establishes specific milestones: ODOT's Project Manager will initiate a work session within 5-10 business days of the notice to discuss the statement of work (SOW); the consultant must respond with comments within 5 days; ODOT will respond to edits within 3 days; the consultant must submit a Breakdown of Costs (BOC) and billing rates within 5-10 business days of the final SOW; and ODOT and the Oregon Procurement Office will respond to and negotiate the BOC within 5-10 business days. Legal sufficiency review is anticipated within 15-20 business days, signature routing within 6-8 days, and the Notice to Proceed will be issued one day after contract execution. No work is authorized until the contract is executed and the consultant receives written Notice to Proceed from the Project Manager.
The Breakdown of Costs must demonstrate subcontractor utilization to meet the Disadvantaged Business Enterprise (DBE) goal set forth in the RFP, with ODOT maintaining an overall DBE participation goal of 15.37% for federally funded contracts. The contract will be funded by Federal Highway Administration (FHWA) funds and is anticipated to last approximately four years. The compensation structure will be determined through negotiation as a fixed-price agreement with a total not-to-exceed amount covering labor, overhead, expenses, and potential contingency tasks. A protest period for competing proposers has been established with a deadline of 2:00 p.m. on December 19, 2025, for written selection protests. ODOT reserves the right to terminate negotiations and proceed with the next highest-ranked firm if agreement on costs, tasks, or other requirements cannot be reached within the established timeframe. Direct deposit via Automated Clearing House (ACH) is preferred for consultant payments, and Joel Boothe has been designated as the ODOT Project Manager responsible for contract negotiations and administration.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
