About this file
This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) Procurement Office for Specifications for National Bridge Inventory (SNBI) Services (RFP S-73000-00013359). Burgess & Niple, Inc. has been selected as one of seven top-ranked firms for Area 5 and is being notified of ODOT's intent to award a contract for personal services related to bridge inspection and inventory documentation. The contract negotiation process is expected to commence within 5-10 business days of the notice date (December 12, 2025), with a structured timeline for completing the statement of work, preparing a breakdown of costs, and securing approvals. The contract will extend approximately four years and is funded through Federal Highway Administration (FHWA) grants. No work is authorized until the contract is executed and the consultant receives a written Notice to Proceed from the ODOT Project Manager, Joel Boothe.
The award submittal requirements include billing rate information, cost disclosure questionnaires, breakdown of costs, certificates of insurance, lists of subconsultants, responsibility inquiry forms, and business registry numbers. A Disadvantaged Business Enterprise (DBE) goal must be met through demonstrated subcontractor utilization in the breakdown of costs submission. ODOT prefers payments via Automated Clearing House (ACH) direct deposit for expedited processing. The negotiation schedule allows for legal sufficiency review within 15 to 20 business days of cost submission, with signature routing and execution expected within 6-8 days thereafter. If negotiations cannot be completed in good faith within the established timeframe, ODOT reserves the right to terminate negotiations with the current firm and proceed with the next highest-ranked proposer. A protest period for competing proposers closes at 2:00 p.m. on December 19, 2025.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
