Research Support Services
The period of performance for this non-severable contract will involve research support services over a twenty-four (24) month period of performance consisting of a twelve (12) month base period of performance from 10 June 2021 to 09 June 2022 and one (1) additional twelve-month option, if the option is exercised. The Contracting Officer may exercise options only after determining that (1) funds are available and (2) the requirement covered by the option fulfills an existing Government need.
Performance of this contract does not require or authorizes access to classified information; therefore; a DD254 is not applicable.
This contract does not include personal services. Additionally, health care workers and/or clinical positions are not required; therefore, indemnification and medical liability insurance (FAR 52.237-7) is not applicable.
There is human research involved with this effort; therefore, this task order will require the Contractor to possess a human subjects research assurance certification. The Department of Defense (DoD) is responsible for Contractor oversight of compliance with 32 CFR Part 219, Protection of Human Subjects; and the Government personnel responsible for such oversight is the Command’s Human Research Protection Official as defined by DFAR 252.235-7004, Protection of Human Subjects. All research shall be determined to be compliant with federal and Department of Defense regulations for protecting human subjects. All studies similarly need to be compliant with the requirements of the HIPAA Privacy Rule. Further, evolving human subject protection regulations need to be investigated and training plans developed to educate researchers as to their human subject responsibilities. Contractor shall support appropriate/applicable Institutional Review Board (IRB) functions and HIPAA Privacy Office. Such support shall include analyzing research protocols to determine compliance with relevant human subject protection regulations and drafting administrative correspondence detailing review proceedings and findings. Support shall also include development of educational materials, monitoring of research, and database development for tracking of research protocols.
There is no animal research involved with this effort.

1.0 DISCLAIMER:

2.0 BACKGROUD:
The United States Army Medical Research Acquisition Activity (USAMRAA), in support of the Congressionally Directed Medical Research Programs (CDMRP) began managing the Breast Cancer Research Program (BCRP) in fiscal year 1992 (FY92). With a Congressional appropriation of $210M in FY93, the CG established a team of individuals to administer the targeted appropriations. Congressional appropriations of over $15.9B have been made in FY1992-2020 for research to include breast, prostate, ovarian, lung, pancreatic and kidney cancer, defense health, neurofibromatosis, tuberous sclerosis complex, autism, psychological health/traumatic brain injury, spinal cord injury research, gulf war illness, multiple sclerosis, peer reviewed cancer, peer reviewed orthopedic and other programs. Together, these programs now comprise the office of the CDMRP. The CDMRP is the USAMRDC subordinate organization responsible for planning, coordinating, integrating, programming, budgeting and executing these programs.
3.0 SUBJECT:
Congressionally Directed Medical Research Programs (CDMRP) is conducting market research in order to provide website management support services. CDMRP wishes to obtain information from small business contractors that possess the capability to provide the support services and other tasks listed in Attachment 1.
4.0 RESPONSE INSTRUCTIONS:
Respondents should address the following in their submission:
1. Name and Address of company.
2. Any small business designation as certified by the Small Business Administration.
3. A thorough description of experience in providing support services requirements of this nature. Include in the description prior experience assisting with resolving any and all security vulnerability related findings, particularly if related to a DoD or Army web support requirement.

The United States Agency for International Development Mission in the Democratic Republic of the Congo (USAID/DRC) has issued a Special Notice to gather information for developing health financing, governance, and information systems activities to support the DRC's strategic plan for universal health coverage (UHC) by 2030. This activity, titled the Health Financing, Governance and Information Systems (HFG/IS) activity, aims to strengthen the national and provincial governments' capacity in key areas such as resource mobilization, reducing household health expenditures, identifying and responding to gaps in health service equity and quality, strengthening citizen accountability, and fostering collaborative learning.
The purpose of this Special Notice is to solicit responses to questions regarding health financing, governance, and information systems challenges, as well as recommendations to inform the design of the HFG/IS activity. USAID is seeking expressions of interest from both international and local entities, with responses requested by August 19, 2024. The activity will focus on 8 provinces and complement USAID's Integrated Health Services Delivery Accelerator and Sante Gouvernance Activities, with a commitment to gender and social inclusion principles, and a well-planned collaborative learning agenda.

Evaluation Factors:
Proactive approach to problem solving and team building: Contractor should be able to demonstrate effectiveness as a mentor by detailing some common trouble spots for research teams and outlining successful solutions that he or she has guided other teams through.
Importance: This is a key element of the contract because the individual delivering the contract will be responsible for training and mentoring our teams. Experience in this area allows us to differentiate standard advice such as communication is key to much more useful advice about specific challenges facing research teams such as how to structure studies to be supported by the peer review process or addressing other challenges unique to research teams.
Writing Effectiveness: Contractor should provide samples of writing and communication similar to what will be used on this project. Samples should demonstrate writing that is clearly understood and followed by the intended audience.
Importance: Much technical writing is filled with jargon and very hard to decipher, even by the experts for whom it is intended. We are looking for someone who has the capacity to take highly technical subjects and processes and communicate those in a way that is accessible to the intended audience. This means that the reader can understand and apply the topic in one read, and easily refer back as needed.
Demonstrated experience using and developing one of the most commonly used frameworks in implementation science, the Consolidated Framework for Implementation Research (CFIR). Contractor must be able to co-author a successfully published peer-reviewed manuscript that describes development of the updated Version 2 of the CFIR.
Grant-Funded Research Experience: Contractor should be able to demonstrate knowledge of, and experience working with a variety of grant funded research projects. Contractor should outline positive outcomes from work with comparable projects.
Importance: All of our research is funded through grants, which must go through an award process. We are looking for someone who has experience navigating and receiving similar grants to what we use as our primary source of funding.
