About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is soliciting Good Clinical Practice Clinical Research Quality Associate monitoring services, with proposals due August 25, 2026 at 10:00 AM Eastern Time. This is a Total Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to certified SDVOSBs.

The RPO-East Research and Development Contracting Office is procuring on behalf of the VA Cooperative Studies Program (SMART) at the New Mexico Veterans Affairs Health Care System. Place of performance encompasses approximately 300–400 investigative sites nationwide, with administrative coordination in Albuquerque, New Mexico.

The contract is structured as an Indefinite Delivery/Indefinite Quantity agreement with a minimum order value of $20,000 and estimated maximum of $2 million. The period of performance spans September 16, 2026 through September 15, 2029, organized as a base year plus two option years. Deliverables include approximately 475 Clinical Research Quality Assurance visit blocks annually (on-site and virtual), 2,100 hours of GCP quality support services annually, and reimbursable travel at Federal per diem rates.

Contractor personnel must hold a Bachelor's degree in a scientific or health-related field or possess healthcare licensure or CCRA certification; documented GCP training from nationally recognized providers; clinical research monitoring training or certification; minimum ten years of GCP clinical trial monitoring experience; and minimum five years of federally funded research monitoring experience. Background investigation at the NACI level is required; drug screening is not. Contractor must maintain availability during business hours (8:00 a.m. to 5:00 p.m. Mountain Time) Monday through Friday and respond within 24 hours to urgent needs.

Evaluation employs a go/no-go technical qualification gate based on certification statements, followed by comparative assessment of price, technical approach, past performance (three references required; commercial experience acceptable if federal performance unavailable), and government property management plans. Questions were due August 6, 2026. Amendment 0002, issued August 13, revised all three attachments and published a Questions and Answers document; offerors must acknowledge receipt of this amendment.
