About this opportunity

The Department of Veterans Affairs Veterans Health Administration intends to award a sole source contract to GR Thomas Advisors LLC for expert engagement consulting services supporting the National Pain/Opioid Consortium of Research Veteran Engagement Panels. The contract structure includes a one-year base period with four option years, specifically supporting ongoing research projects conducted by the Minneapolis VA Medical Center's Research Services and Center for Care Delivery and Outcomes Research. The Veterans Health Administration's Office of Research and Development, through its Regional Procurement Office East in Pittsburgh, PA, is managing this procurement under NAICS code 541990 with a $19.5 million size standard. The agency has identified GR Thomas Advisors LLC as the only known vendor capable of providing the specialized engagement consulting services required for this initiative. This pre-solicitation notice serves as formal notification of the government's intent to proceed with sole source negotiations rather than conducting a competitive procurement process.

The primary purpose of this contract is to maintain process continuity for ongoing research projects that require specialized stakeholder engagement services, particularly those focused on leveraging veteran experiences to improve health research within the VA system. Gay Thomas, the owner of GR Thomas Advisors LLC, brings over thirty years of experience in stakeholder engagement and has developed a nationally recognized model for including diverse perspectives in health equity and translational science research. While the government intends to proceed on a sole source basis, interested contractors have until September 3, 2025, at 3:00 PM Eastern Time to submit capability statements demonstrating equivalent service capabilities to Contracting Officer Shannon Hukriede. The authority for this sole source action is based on FAR 6.103-1, which allows for single source procurement when only one responsible source exists and no other supplies or services will satisfy agency requirements. The government retains full discretion to determine whether to compete the requirement based on any capability statements received, though this notice explicitly states it is not a request for competitive quotes.
