Market Research for Maritime Domain Dominance Technologies/Services for Maritime Applications
The United States Coast Guard Research and Development Center, operating under the Futures Development and Integration Directorate, is conducting market research to identify technologies and services supporting Maritime Domain Dominance (MDD) operational concepts. The procurement seeks innovative solutions that establish a unified, real-time "detect-to-act" pipeline connecting maritime assets including cutters, small boats, aircraft, unmanned systems, and sensors across multiple domains (space, air, surface, and shore-based). Key objectives include faster and more accurate threat identification, enhanced situational awareness, and improved decision-making capabilities for maritime law enforcement and border security. While specific evaluation criteria have not been detailed in this pre-solicitation notice, respondents must provide a one-page cover letter with company information and a five-page detailed technical response addressing how their solutions contribute to vessel tracking, anomaly detection, real-time situational awareness, and sensor data transmission to operational common operational pictures. The deadline for submissions is January 2, 2026, with responses directed to RDC-SG-AU-RFI-MDD-SMB-Access@uscg.mil.
This Request for Information carries no set-aside designation and represents market research rather than a firm procurement contract, meaning no incumbent contractors have been identified. The notice does not specify award values, budget ranges, or quantities of goods to be procured, as this RFI is designed to assess market capability and technical readiness before formal requirements development. The procurement targets multiple North American Industry Classification System categories including communications equipment manufacturing, search and detection systems, maritime equipment services, information technology, and unmanned systems, indicating the Coast Guard is seeking a holistic collection of capabilities rather than a singular solution. Supporting documentation such as digital photographs or videos may be submitted alongside the required technical response. This market research initiative falls under the National Security classification (NAICS 928110) and Applied Research category (PSC AC12), positioning it as foundational work for potential future formal solicitations.

Interested firms shall not send proposals in response to this Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation nor does it restrict the Government to a particular acquisition approach.I. Background:The AFSOC Strategic Planning Process (SPP) is designed to develop a capabilities-based, effects-focused plan to inform effective resource allocation and an investment strategy across eight core missions. The Joint Capabilities Integration and Development System (JCIDS) is the framework used to define acquisition requirements and evaluation criteria for future defense programs by focusing the requirements generation process on needed capabilities as requested or defined by one of the US combatant commanders.Within JCIDS, the Capabilities-Based Assessment (CBA) answers key questions for the validation authority in their decision on where to allocate limited resources. The CBA defines the mission; identifies the required capabilities; determines the capability attributes/standards; identifies the capability gaps; assesses the gaps' operational risks; prioritizes the gaps; and assesses potential materiel and non-materiel solutions.A component of the CBA, the Functional Solution Analysis phase produces a list of potential solutions that are defined by the DOTMLPF-P framework. The final analysis reviews the information derived during the CBA and provides AFSOC senior leadership with the pedigree of information and approach or approaches that best address the Command's capability gaps.II. Prioritized Gap List (PGL):The PGL is the product of the CBA and contains the Command's most important capability gaps. The PGL includes description of the gap, background information, major components, and their attendant measures of merit.III. Submission Guidance:A.
