About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistic Center Sigonella (FLCSI) is conducting market research through a Pre-Solicitation Notice to identify qualified vendors capable of providing Situational Awareness Support (SAS) watchstanders for the N3 Operations Branch at Navy Region Europe, Africa and Central (NREURAFCENT) in Naples, Italy. This Request for Information seeks to identify both small and large businesses interested in providing mission-critical 24/7 support services including monitoring information sources, supporting emergency management, maintaining information security, and generating reports. Contractor personnel must possess a bachelor's degree, 10 years of U.S. military experience, a Secret security clearance, and specific FEMA course certifications. This pre-solicitation phase does not employ formal evaluation criteria but rather solicits industry feedback to inform the Government's market research and eventual solicitation strategy. Interested vendors must submit responses by January 22, 2026, which should include a cover letter (not to exceed one page) with organization name, CAGE Code, address, point of contact information, organizational size and type, and active security clearance details.

No set-aside designations have been applied to this procurement. The contract is anticipated to be awarded as a single award, fixed-price, level of effort contract with a one-year base period and four one-year option periods, with full performance expected to commence on February 15, 2027. No specific budget or award value has been disclosed in the pre-solicitation notice. The performance work statement indicates that contractor personnel will provide continuous 24/7 support operations, though the exact number of watchstanders or staffing levels required has not been disclosed in the available documents. The Government anticipates a 30-day transition period prior to the official performance start date and will address requests for additional information on a case-by-case basis.
