Forum of European National Highway Research Laboratories
Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to solicit from a single source with Forum of European National Highway Research Laboratories (FEHRL) to allow the Federal Highway Administration (FHWA) to become an Associate. FHWA now owes associate membership dues to FEHRL. Formed in 1989, FEHRL is a registered International Association based in Brussels, and was formed for and by the national highway research centers nominated by the national road administrations. It provides a coordinated structure for the interests of twenty-nine national research and technical centers from Europe and with associated institutes in the U.S. (FHWA) and Israel. FHWA became an Associate of FEHRL in 2009. Being an associate of FEHRL, FHWA will participate fully in agenda setting and play a full role in defining strategies and detailing priorities tough General Assembly, Research Coordinators, and other bodies. FEHRL is the only association that represents highway research laboratories. Participating as an Associate of FEHRL improves the ability and efficiency to coordinate and collaborate on international road research. The development of collaboration platforms are critical for FHWA to gain research and technology from countries that face the same challenges as the United States highway transportation network and to introduce U.S. highway innovations among FEHRL member countries. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm’s capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. Added: Aug 02, 2012 11:07 am SYNOPSIS OF CONTRACT AWARD: In accordance with FAR Subpart 5.3 and FAR 5.207, the following award information is synopsized below: The U.S. Environmental Protection Agency (EPA), Office of International and Tribal Affairs (OITA) American Indian Environmental Office (AIEO), awarded a sole source contract numbered, EP-W-12-023 to the American Indian Higher Education Consortium (AIHEC) of Alexandria, Virginia. A Notice of Intent to Sole Source was posted to www.fbo.gov under notice number, SOL-DC-12-00021. Award was made on 31 July 2012 to AIHEC in the amount of $300,000.00 for required services in accordance with the contract Statement of Work for a period of performance of one (1) year. Contract performance will take place at the contractor's site. Under this order, AIHEC will assist EPA in the development of a Tribal ecoAmbassadors Program that will collaborate initially with professors at Tribal Colleges and Universities (TCUs) to implement research to address a particular environmental or public health challenge in the community or on the reservation. The second year of this pilot project will address specific analysis of environmental issues, which may include climate change mitigation, climate change adaptation, air quality, water quality, and waste management. The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with American Indian Higher Education Consortium under the authority of FAR 13.106-1(b), Soliciting from a single source. The American Indian Higher Education Consortium (AIHEC) is a uniqueand uniquely American Indianorganization. It was founded in 1973 by the presidents of the nation's first six Tribal Colleges, as an informal collaboration among member colleges. Today, AIHEC represents 37 Tribal Colleges and Universities in the United States; and our member institutions serve over 27,000 students from more than 250 tribal nations.
