About this agency
The Department of Justice Criminal Division is a civilian sub-agency that procures goods, services, and professional support across criminal law enforcement, prosecution, and asset forfeiture operations. The Division executes contracts for litigation support, investigative services, expert witnesses, technology infrastructure, and case management systems that support federal prosecutors and criminal investigators nationwide.
Over its portfolio history dating to 2004, the Criminal Division has issued 5,008 federal contract awards with a combined potential value of $4.47 billion, of which $2.27 billion has been obligated. Awards activity has declined in recent years: 407 awards in 2022, 316 in 2023, 400 in 2024, 281 in 2025, and 213 so far in 2026. The most recent award closed on October 13, 2026.
Contract competition is highly concentrated. PAE Government Services, Inc. dominates the recent competitive landscape, holding 684 awards over the last five years — more than ten times the award count of the second-place vendor, Stout Risius Ross, LLC, at 66 awards. Together, the top five vendors by award count account for over half of recent awards. By dollar value, PAE's leadership is less dominant: PAE holds $293.3 million in combined potential value, while Forfeiture Support Associates LLC ranks second at $42.4 million and CTG Federal, LLC third at $24.7 million. The top five by potential value account for only 8 percent of combined recent value, indicating a long tail of smaller vendors. The Criminal Division maintains relationships with 866 distinct prime contractors cumulatively across its portfolio.
Set-asides are minimal. Ninety-one percent of awards carry no set-aside designation. Small-business set-asides account for 6 percent of awards, while HUBZone, Service-Disabled Veteran-Owned Small Business, and other socioeconomic designations together represent 3 percent. This heavily open-market posture reflects the specialized nature of criminal-prosecution support services and the Division's reliance on established prime contractors with deep subject-matter expertise in federal law enforcement.
