Recovery Action: Savannah River Nuclear Solutions (SRNS), managing Contractor for the Savannah River Site (SRS) for the Department of Energy (DOE) is soliciting for the Remediation work relating to the P area Ash Basin and P-007Outfall Closure.For the Basin closure - The basin is 13 acres in size. The closure will include erosion control, blending stockpiled wood chips with soil/ash mixture, hauling in a soil cover, top soil and installing sod.For the outfall closure - It is 7 acres and is beside the basin. Work will require a drainage system, excavation of the Rad ash material and disposal, remaining ash will be blended with wood chips and spread. After this it will follow the same pattern as the Ash Basin.This work will have the subcontractor furnishing and installing the top soil and sod.Any company interested shall submit a letter of interest to David Whittle(email acceptable)before September 4, 2010.Only firms who have a demonstrated safety performance equal to the following standards shall be eligible for award: 3-year average Interstate Experience Modification Rate of 1.0 or less, and a 3-year average Total Recordable Case Rate of 5.3 or less. Any interested firm who is deemed qualified to perform these services must become signatory to the Site Support Alliance Agreement and be capable of providing payment and performance bonds.

Recovery Action: American Recovery and Reinvestment Act Work with Savannah River Nuclear Solutions at Savannah River Site, Aiken, SCThe Recovery Act provided the Department of Energy, Savannah River Operations Office (DOE-SR), increased funding on its existing Management and Operations (M&O) contract with the Savannah River Nuclear Solutions, LLC (SRNS) Contract No. DE-AC09-08SR22470. The total amount of funds obligated under this modification is $231,573,031.87 to provide additional funding for EM Closure Activities. The increased funding was awarded under contract modification 090 for Recovery Act Work.Background:Contract No. DE-AC09-08SR22470 was awarded on January 10, 2008 to Savannah River Nuclear Solutions, LLC. The base performance period is August 1, 2008 to July 31, 2013, and the contract includes an unexercised option period that runs from August 1, 2013 to July 31, 2018.The contract was awarded using full and open competitive procedures and allows for in scope work to be performed (increased or decreased) based on budgetary approvals and the availability of funds. For the subject modification, the Recovery Act serves as a budgetary increase which allows for increased work to commence during the contract's base year.

Savannah River Nuclear Solutions (SRNS), managing contractor for the Savannah River Site (SRS) in Aiken, SC, for the Department of Energy (DOE) is seeking resources capable of performing remedial closure of two inlet basins, an ash basin and a coal pile runoff basin. The inlet basins, ash basin and coal pile runoff basin are unlined, earthen containment structures originally built on grade (ground elevation). The area impacted by the presence of ash, coal fines and/or contaminated soil covers is approximately 55 acres.Wet ash in an ash basin will be consolidated by moving ash from the western portion of the basin to the eastern portion of the basin. Wet ash and contaminated soil from the inlet basins; coal fines and contaminated soil from a coal pile runoff basin; and additional ash from an area east of an ash landfill will also be placed into the eastern end of the ash basin as well as ash from some of the roads around the ash basin, (total approximately 330,000 cubic yards). Approximately 60% of the ash basin is vegetative, to include trees, scrub and grasses, which will be removed and appropriately dispositioned as part of the project, (approximately 18 acres). A new berm will be constructed within the ash basin to accommodate the size reduction of the basin. A final cover system (approximately 20 acres) will be constructed over the consolidated materials within the eastern end of the ash basin consisting of a 6 inch compacted soil base layer, a soil foundation layer, a geosynthetic clay liner (GCL), geosynthetic drainage layer (GDL) and a 20 inch compacted soil cover layer, 4 inches of top soil and sod. The inlet basins and the western end of the ash basin will be re-graded for proper drainage. Portions of the existing west and south ash basin berms and the east inlet basin berm will be lowered.Coal fines and contaminated soil in the coal pile runoff basin will be removed and placed into the eastern end of the ash basin. The basin berms will be regraded, clean fill placed in the basin bottom, and all disturbed areas grassed. The coal pile runoff basin will be converted into a storm water retention basin. Additional work associated with the coal pile runoff basin includes modifications of an existing storm water system to reroute flow back into the coal pile runoff basin.The bulk quantities stated above are estimated and being supplied for a rough magnitude of the work required for this solicitation.This scope of work shall be under Davis-Bacon Act and awardee shall be signatory to SRNS Site Alliance Labor Agreement.Solicitation shall be issued for open competition, including large businesses.

The Savannah River Remediation, LLC, a prime contractor at the Department of Energy’s Savannah River Site in Aiken, South Carolina, seeks qualified, interested vendors that offer services for a Concrete and Structural design Subject Matter Expert (SME) to assist with resolution of issues related to concrete mix design, placement methodology and structural requirements for several Saltstone Disposal Units (SDUs).
Organization and Experience
Demonstrate that your firm has sufficient resources and credentials to assist the Saltstone Disposal Units (SDU) program engineering team to resolve concrete and structural related issues that may arise during construction of the SDU’s. The SME will be relied upon to identify or recommend resolutions for implementation by the SDU team. Recommendations by the SME will be based upon analysis, experience, references and documented via reports. Presentations may be required on a case by case bases.
Desirable credentials are fellowships in the American Concrete Institute (ACI), American Society of Civil Engineers (ASCE) and Structural Engineering Institute (SEI). Provide published papers on concrete performance and structures.
Background
The Saltstone Disposal Units (SDU) program consists of seven 32 million gallons storage units that are being built at Savannah River Site (SRS) to provide permanent landfill disposal capacity for Low Level Liquid Waste (LLW) currently stored in numerous underground tanks at the SRS Tank Farm Facilities. Of the seven units, two are complete, two are under construction and three are scheduled for future construction.
The SDUs are designed and built in accordance with the American Concrete Institute (ACI-350) Standard and the American Water Works Association (AWWA D110) Standard.
The concrete mix utilized for the SDU is a quarternary mix design that includes Type V Cement, slag, fly ash and silica fume. This mix was tested in accordance with applicable American Society of Testing and Materials (ASTMs) to ensure that its physical characteristics meet the tanks structural and chemical resistance requirements.
Each SDU concrete floor slab sits on a dual layer mud mat and covers over 2.5 acres of land. The mud mat is a composite of an upper 6-inch and a lower 4-inch thick concrete slabs. Integrated between the upper and lower mud mats is a 100-mil High-Density Polyethylene (HDPE) membrane designed to contain leaks and instrumented to detect and alert the presence of leaks if needed.
Every SDU structure is 375 feet in diameter, 43 feet high enclosed circular structure made from over 16,000 cubic yards of reinforced concrete and consists of a 2-foot thick floor slab, 25 individual walls, and 208 interior 2-foot diameter columns that support a 1-foot thick roof. The SDU floor is cast in 14 individual sections with waterstops between each section. To minimize/eliminate cracks, each section is placed sequentially, within 14 days between placements and water cured for 12 days. Each 43-foot-tall wall is tapered from 24-inches thick at the bottom to 12-inches thick at the top. The walls are prestressed in both the vertical and horizontal direction and have internal seismic cables to make the overall design extremely robust and able to withstand hydrostatic loading from future LLW liquid grout storage, thermal affects from temperature extremes, and potential earthquakes. The horizontal prestressing consists of 346 miles of 3/8-inch galvanized strand wire applied with an average force of 15 kips. Application of strand wrapping utilizes a specialty strand wrapping machine designed for this purpose. The stranded cables are protected from the environment with multiple layers of concrete which is sprayed on (Shotcrete) using the same specialty machine. The vertical prestressing post- tensioning rods connect the walls to the concrete floor foundation and counteracts the bending stress from the circumferential pre-stressing. Each wall is vertically post-tensioned with 17 threadbars to about 174 kips each. The SDUs are fully lined on the inside with a 1/8” thick Bromobutyl rubber liner.
The SDU roof is cast in seven individual sections also with waterstops between each section. To minimize/eliminate cracks, each section is placed sequentially, within 14 days (21 days if the roof placement begins at the center location), and water cured for 12 days. Designed into the roof placement are embedded metal plates and penetrations required to provide the infrastructure needed to install Balance of Plant piping, equipment, and appurtenances.
