About this program
The Department of Education Office of Elementary and Secondary Education awards Project Grants under the Charter Schools program (CFDA 84.282) to support startup of new charter schools and replication and expansion of high-quality charter schools, with the most recent grant awards disbursed on October 1, 2026.
The program funds opening of new charter schools serving prekindergarten through grade 12, replication and expansion of existing high-quality charter schools, and improvements to charter schools' access to facilities. Recent awards demonstrate the breadth of eligible activities: the Iowa Charter School Program received $10.97 million, the Ohio Charter Schools Program received $20.19 million, Texas Public Charter Schools Facilities Grant Program received $344.41 million, and specific charter management organizations and developers received awards ranging from approximately $220 thousand to $38.8 million for school replication, expansion, and facility improvements.
All 845 awards in the portfolio are Project Grants. The Department of Education Office of Elementary and Secondary Education dominates funding at 600 awards totaling $3.22 billion in federal dollars obligated, followed by the Department of Education Office of Innovation and Improvement at 233 awards totaling $2.12 billion, with the Department of Education accounting for the remaining 12 awards at $34.7 million. Combined federal dollars obligated reach $5.38 billion, with total obligated (including non-federal cost-share) at $16.05 billion, indicating substantial matching contributions from recipients. Award cadence has accelerated in recent years: 11 awards in 2022 grew to 40 in 2025, with 20 awards through October 2026.
The program operates across multiple solicitation tracks. State Entity grants (84.282A) support States that award subgrants to eligible applicants; Charter Management Organization grants (84.282M) fund CMO replication and expansion; Developer Grants support new school opening (84.282B) and replication/expansion (84.282E) in States without active State Entity grants; Model Development and Dissemination grants (84.282G) fund dissemination of charter school practices; and State Charter School Facilities Incentive Grants (84.282D) support per-pupil facilities aid programs. Grantees must be State entities, State charter school boards, charter school developers, or charter management organizations with experience operating high-quality schools. Grants are awarded for up to five years subject to fund availability, with continuation funding dependent on substantial progress toward stated goals.

Eligibility
- Applicant eligibility
State entities, including State educational agencies, State charter school boards, Governors, and statewide charter school organizations, in States in which State law authorizes charter schools are eligible. If no State entity in a State receives a grant, charter school developers in the State that have applied to an authorized public chartering authority to operate a charter school, and provided adequate and timely notice to that authority, may apply directly to the Secretary. Charter management organizations with experience operating or managing high-quality quality schools are also separately eligible for grants. Lastly, States are eligible for grants for charter school per-pupil facilities aid programs.
- Beneficiary eligibility
School administrators, teachers, and students and their parents are beneficiaries.
- Uses of assistance
State entities receiving grants make subgrants to charter school developers to open new charter schools or replicate or expand high-quality charter schools; if an eligible State entity does not receive a grant, charter school developers in the State may apply directly to the Secretary for funding. Charter management organizations receiving grants use funds for replication and expansion of high-quality charter schools. Charter school developers and charter management organizations receive up to 5 years of assistance, of which they may use not more than 18 months for planning and program design, and may use funds for such activities as preparing educators, acquiring supplies and equipment, carrying out necessary facility renovations excluding construction, establishing student transportation systems, and carrying out community engagement activities. States may also receive grants to establish and administer per-pupil facilities aid programs for charter schools. Due to non-supplanting requirements, applicants for per-pupil facilities aid program grants must use a restricted indirect cost rate which is referenced under 34 CFR 75.563. For assistance call the Office of Chief Financial Officer/Indirect Cost Group on (202)708-7770. Competitions are announced in the Federal Register. Specific limitations and restrictions for each competition are provided in the Federal Register notice.
