The Department of State Bureau of Population Refugees and Migration awarded a $1 million cooperative agreement to the International Rescue Committee Inc. on August 1, 2021 under the Overseas Refugee Assistance Programs for Africa (CFDA 19.517) federal grant program. The award will support enhancing the resilience of urban refugees and vulnerable host communities in Kampala, Uganda through an integrated protection and livelihoods approach. Key services include facilitating basic needs assistance through e-vouchers; extending capital grants to micro businesses; creating livelihood apprenticeships in the formal sector; utilizing mobile platforms for skills development and career building; and fostering social networks among urban refugees. The cooperative agreement will also provide $250,000 in sub-awards to Mercy Corps and Urban Refugees to deliver complementary services. Mercy Corps will assist refugees through e-voucher programs, microbusiness grants, and apprenticeships. Urban Refugees will provide direct support to refugee leaders and communities through coaching, information sharing, partnership building, and project management activities. All services aim to address gaps in local assistance and contribute to refugees' basic needs.
