About this opportunity
The Department of State Bureau of Population Refugees and Migration seeks proposals from non-governmental organizations for humanitarian programs benefiting refugees and other populations of concern in Burkina Faso, Mauritania, Niger, or refugee returnees in Senegal. Applicants must target at least 50% of beneficiaries as refugees or refugee returnees in the listed countries. Proposals will be evaluated based on how well programs provide protection, assistance, and sustainable solutions for refugees and conflict victims. A deadline of March 30, 2021 is specified for application submissions under this funding opportunity.
Potential awards are available under the Overseas Refugee Assistance Programs for Africa CFDA number 19.517 to contribute to basic needs across African countries. Funded work will be performed in Burkina Faso, Mauritania, Niger, or among refugee returnees in Senegal, as non-governmental organization partners support specialized humanitarian efforts alongside international organizations operating on the African continent.

This announcement is for NGO proposals for programs that benefit primarily Malian and Nigerian refugees and other identified populations of concern in Burkina Faso, Mauritania, or Niger, or refugee returnees in Senegal. It is designed to accompany PRM's General NGO Guidelines, which contain additional information on PRM's priorities, and NGO funding strategy with which selected organizations must comply. Because of PRM's mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those programs that include a target beneficiary base of at least 50 percent refugees and/or refugee returnees in the countries listed in this Notice for Funding Opportunity (NOFO). Proposals must focus on one or more of the programmatic sectors as listed in the country-specific provisions in the NOFO. Organizations may submit a maximum of one proposal per country in response to this NOFO for West Africa.
