About this opportunity

This cooperative agreement opportunity from the Department of State Bureau of Population Refugees and Migration seeks proposals supporting refugee populations and host communities in Burkina Faso, Mauritania, Niger, Nigeria, and refugee returnee populations in Senegal. At least 50 percent of target beneficiaries must be refugees in Burkina Faso, Mauritania, Niger Nigeria or refugee returnees in Senegal. Activities should pursue a community-based approach benefiting both refugees and host communities while mainstreaming gender-based violence risk mitigation. Multiyear proposals that build on previous years' activities are strongly recommended. Applications will be evaluated based on the criteria in the attached program guidelines and notice of funding opportunity, with a deadline of May 18, 2020.

Funding will be provided through the Overseas Refugee Assistance Programs for Africa under CFDA number 19.517 to contribute to the basic needs of refugees and conflict victims across Africa. Expected places of performance for funded projects include Burkina Faso, Mauritania, Niger, Nigeria, and Senegal with a focus on non-camp refugee populations in those countries.

Update #7 · Latest ·

Proposed activities should support refugee populations and host communities in Burkina Faso, Mauritania, Niger, and refugee returnee populations in Senegal. Because of PRM's mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those programs that include a target beneficiary base of at least 50 percent refugees in Burkina Faso, Mauritania, Niger or refugee returnees in Senegal, and in the sectors outlined in the country-specific guidelines below. Programs in non-camp areas should pursue a community-based approach that also benefits host communities. It is strongly encouraged that projects mainstream protection, in particular gender-based violence (GBV) risk mitigation, across proposed sectors and activities. Proposals may include host government capacity building as an aspect that supports other refugee assistance/protection activities. PRM strongly recommends submitting multiyear proposals for multiyear activities that build on previous year activities.
