The Housing Authority of Salt Lake City is requesting proposals for year-round landscaping and snow/ice removal services at fourteen properties in Salt Lake City under RFP #26-025, with proposals due September 11, 2026 at 5:00 p.m. MDT. HASLC intends to award one contractor for an initial one-year term with up to four optional one-year renewals contingent on satisfactory performance, continued need, available funding, and price adjustments limited to the lesser of Consumer Price Index for All Urban Consumers (CPI-U) for the West Region or 4 percent annually.

Scope includes routine and seasonal landscaping and grounds maintenance; irrigation monitoring, startup, winterization, and support; mowing, trimming, edging, weeding, fertilization, pruning, and seasonal cleanup; snow plowing, shoveling, sidewalk and accessible-route clearing, and ice control; weather monitoring, automatic dispatch, emergency response with 24-hour availability, and backup staffing; and service documentation and quality control at all fourteen properties. Snow removal is triggered at approximately one inch of accumulation or less if conditions are unsafe; priority areas require an initial pass by 7:00 a.m. and full service by 8:30 a.m. for overnight events, and daytime/evening service within one hour of trigger. Pesticide and herbicide applications must be performed by properly licensed personnel.

Contractors must demonstrate at least three years of comparable experience, carry minimum insurance of $1 million general liability per occurrence and $2 million aggregate, obtain required Utah business registrations and contractor licenses before contract execution, and comply with all applicable federal and nonfederal requirements. Companies headquartered outside Utah are eligible. Evaluation is weighted 60 points for evaluated price, 15 points for experience and past performance, 15 points for staffing/equipment/capacity, and 10 points for approach/quality control/safety. Summer services are billed as fixed annual property prices; winter services are billed per-push and ice-control unit rates by accumulation tier. Questions are due August 28, 2026 at 5:00 p.m. MDT.
