About this file

This document is a Questions and Answers clarification for Request for Proposals #26-025 issued by the Housing Authority of Salt Lake City (HASLC) for Year-Round Landscaping and Snow/Ice Removal Services. The RFP seeks one qualified contractor to provide comprehensive grounds maintenance and snow/ice removal services at fourteen properties in Salt Lake City, with one property (Pharos) limited to summer weed-control services only. Services include routine landscaping, irrigation support, mowing, trimming, weeding, fertilization, pruning, snow plowing, shoveling, sidewalk clearing, ice control, weather monitoring, emergency dispatch, and service documentation. The proposal deadline is Friday, September 11, 2026, at 5:00 p.m. MDT, with submission accepted through the Bonfire portal or by email to pedwards@haslcutah.org. No mandatory pre-bid meeting or site visit is required, though proposers are encouraged to inspect publicly accessible exterior areas. HASLC intends to award an initial one-year contract with up to four optional one-year renewals based on satisfactory performance, continued need, and available funding.

Key clarifications address contractor eligibility, licensing requirements, and service standards. Companies headquartered outside Utah are eligible to submit proposals, and required Utah business registrations and licenses may be obtained after proposal submission but must be completed before contract execution. Snow service is triggered at approximately one inch of accumulation or less if conditions are unsafe, with priority areas requiring initial service by 7:00 a.m. and full service by 8:30 a.m. for overnight events, and daytime/evening service beginning within one hour of trigger. Contractors must maintain 24-hour availability and sufficient crews and equipment but are not required to maintain a physical office within a specified distance. Pesticide and herbicide applications must be performed by properly licensed personnel. No bonding requirements, federal wage determinations, or estimated annual contract value are provided; proposers should base pricing on the RFP scope, locations, and maps.

Year-Round Landscaping and Snow/Ice Removal Services

RFP #26-025

Questions and Answers

The following responses clarify RFP #26-025 and, where expressly stated, modify it. Except as stated below, the RFP remains unchanged.

Procurement and Submission

1. The RFP timeline indicated responses to written questions would be published by Friday, September 4. No public Q&A or addendum was posted. Should proposers expect responses before the proposal deadline?

No substantive questions had been received by September 4, so there were no responses to post. These responses address questions received later.

2. The Bonfire portal shows a proposal deadline of Friday, September 11 at 12:00 p.m. MDT, while the RFP states 5:00 p.m. MDT. Which time governs?

The 5:00 p.m. MDT deadline governs. Proposals will be accepted through 5:00 p.m. MDT on Friday, September 11, 2026.

3. Are companies headquartered outside of Utah eligible to submit a proposal?

Yes. Companies headquartered outside Utah may submit proposals.

4. Are Utah business registrations, contractor licenses, or other required licenses required at the time of proposal submission, or may they be obtained later?

Yes. Required Utah registrations and licenses may be obtained after proposal submission.

The selected contractor must be fully registered, licensed, and authorized to do business in Utah before contract execution and before beginning work.

5. Is submission by email acceptable, or must a proposer register with and submit through Bonfire?

Yes. Proposals may be submitted by email to pedwards@haslcutah.org or through the Bonfire portal.

Scope, Licensing, and Site Review

6. Attachment C shows light blue/cyan areas that are not identified in the map legend.

What do those areas represent, and are they included in the priced scope?

The cyan areas are designated snow-storage areas. They are not separate clearing areas and should not be separately priced.

7. Does any portion of the landscaping or weed-control scope require a Utah pesticide/herbicide applicator license?

Yes. Chemical pesticide/herbicide applications must be performed by properly licensed personnel as required by applicable law.

8. What are the required response and completion times for snow and ice removal, and what conditions automatically require service?

Snow service is triggered at approximately one inch of accumulation, or less if conditions are unsafe or impede access. Hazardous ice conditions also trigger service. For overnight events, priority areas should receive an initial pass by 7:00 a.m. and full initial service by 8:30 a.m., when conditions permit. Daytime/evening service must begin within one hour of a trigger. Final cleanup should generally occur within two hours after snowfall ends.

9. Must the contractor maintain employees, equipment, an office, or another physical presence within a specified distance of the properties?

No. The contractor must simply have sufficient crews, equipment, backup capacity, and 24-hour availability to meet the RFP timeframes.

10. Is there a mandatory or optional pre-bid meeting, pre-proposal conference, site visit, or property walkthrough?

No. The RFP does not provide for a scheduled pre-proposal meeting or HASLC-led walkthrough. Proposers are encouraged to inspect the properties.

11. If there is no scheduled site visit, may prospective proposers inspect the properties before submitting a proposal?

Yes. Proposers may inspect publicly accessible exterior areas. Please do not disturb residents or enter secured areas. Contact Paul Edwards at pedwards@haslcutah.org if arranged access is needed.

12. Are any bid bond, performance bond, payment bond, or other bonding requirements associated with this RFP?

No.

13. Is HASLC providing an estimated annual contract value, budget, or historical annual expenditure for these services?

No. Proposers should price the work based on the RFP scope, locations, maps, and pricing forms.

14. Can you confirm whether a federal wage determination will apply to this contract, as it did under RFP #21-002?

No federal wage determination is anticipated. None of the Service Locations are public housing, and this RFP is for routine landscaping and snow/ice maintenance rather than construction. If HASLC identifies a property-specific federal wage requirement before award, it will issue it by written addendum.

15. Under GRAMA, could you share the current annual contract value and contractor for the expiring grounds-maintenance contract covering these Service Locations?

The prior contract covered a materially different scope and property mix, so its value is not representative of this RFP. HASLC is not providing the prior contract value as an estimated benchmark in this procurement. Existing public records concerning the prior contract may be requested separately under GRAMA.
