About this opportunity
The City of Kissimmee, in collaboration with the Toho Water Authority, is seeking a contractor for the Woodside Drainage & Utility Infrastructure Improvements, Phase 2 project through Invitation for Bid (IFB) #2026001. The procurement encompasses two primary components: the City of Kissimmee Woodside Drainage Improvements and the Toho Water Authority Woodside Utility Relocations. The drainage improvements project involves constructing a 72-inch storm sewer system from Heron Ditch through the Kissimmee Gateway Airport to Shingle Creek, including jack-and-bore installation under Hoagland Boulevard, ditch regrading, and armoring. Additional work includes pavement installation, drainage structures, concrete curb and gutter, sidewalks, guardrails, fencing, clearing and grubbing, earthwork, grading, and sodding. The utility relocation aspect requires repositioning multiple water and sanitary force mains ranging from 12 to 30 inches in diameter along Dyer and Hoagland Boulevards. The bid was opened on December 12, 2025, with seven contractors submitting proposals, and the bid documents indicate a project completion timeline of approximately nine months.
The project is funded through multiple sources, including the Community Development Block Grant - Mitigation (CDBG-MIT) Program, American Rescue Plan Act (ARPA) funds, and local city funds, with the Toho Water Authority funding its utility relocation component through an inter-local agreement. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the contract requires compliance with federal regulations including Davis-Bacon Act requirements, Equal Employment Opportunity provisions, and Section 3 economic opportunity requirements. The lowest bidder, Jr Davis of Kissimmee, Florida, submitted a total bid of $9,760,295.60, which breaks down to $6,529,275.60 for drainage improvements and $3,231,020.00 for utility relocations. The project includes a CDBG-MIT subaward allocation of $3,400,000.00, with the contractor responsible for any cost overruns. Contractors must maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000 minimum), Automobile Liability ($500,000 minimum), and Worker's Compensation, and must register with the E-Verify system.
