About this file
This is a Measurement and Payment Specification document for the Toho Water Authority Woodside Utility Relocations project, issued for bid in November 2025. The specification outlines payment methodologies for utility relocation work including reclaimed water mains, force mains, water mains, line stop assemblies, ductile iron fittings, gate valves, air release valve assemblies, cut-in connections, pipe abandonment, and blow-off assemblies. Payment is structured on a unit price and lump sum basis as indicated on the Bid Form. Measurement for lump sum items is based on percent of actual completion as determined by the contractor and agreed upon by the engineer, while unit price items are measured based on actual as-built quantities. The specification clarifies that all related work necessary for satisfactory completion of payment items, including materials, equipment, labor, and services, is included in the bid prices with no separate payment available for items such as maintenance of traffic, utility locates, record drawings, construction photographs, field offices, cleanup, and testing.
The document establishes comprehensive cost allocation provisions requiring contractors to include all direct and indirect costs within payment items. Maintenance of Traffic is a lump sum item requiring submission of detailed traffic control plans to both the City of Kissimmee and Osceola County for approval, with all preparation and implementation costs included in the bid. Utility Locates in Advance of Construction is also a lump sum item requiring contractors to locate utilities at least 14 calendar days prior to construction using non-destructive digging equipment and submit Sunshine locate tickets and photographs. Piping items—including Reclaimed Water Main, Force Main, and Water Main—are paid at unit prices per linear foot of pipe laid and include all costs for trenching, backfill, testing, disinfection, flushing, and protection of existing utilities. Special items such as Line Stop Assemblies, fittings, valves, and connection work are paid based on actual number and size furnished and installed. Retainage applies to all contractor payments as specified in the General Conditions.
