About this file

This is Addendum No. 2 to Invitation for Bid (IFB) 2026001 for the Woodside Drainage & Utility Infrastructure Improvements, Phase 2 project involving the City of Kissimmee and Toho Water Authority in Florida. The addendum addresses clarifications and corrections to the original bid documents through ten detailed questions and answers covering technical specifications, project logistics, and compliance requirements. Key clarifications include confirmation that the 72-inch steel pipe jack under Hoagland Boulevard will serve as the carrier pipe, remediation is not included in the project scope, the estimated construction duration is nine months, and existing utilities will require thrust collars on Hoagland Boulevard and mechanical restraint per specifications on Dyer Boulevard. The addendum establishes that contractors must assume daytime working hours for bidding purposes, with any night work required by permitting agencies to be performed at no additional cost and incorporated into bid pricing. Access to the project site is limited to Hoagland and Dyer boulevards, with a walking trail available for site viewing outside the airport fence.

The addendum clarifies that domestic material provisions under the Community Development Block Grant - Mitigation (CDBG-MIT) and American Rescue Plan Act (ARPA) funding apply to all project components, including both drainage and utility work. Specifications have been updated to confirm that all underground valves shall be gate valves rather than plug valves, and C153 compact fittings are allowed for force main applications to expedite the fast-track project schedule. The addendum incorporates the draft contract into the bid documents, which outlines funding terms, obligations, and CDBG-MIT compliance requirements, subject to modification pending approval by the Florida Department of Economic Opportunity and vendor selection. Proposers must acknowledge receipt of this addendum through completion of the applicable section in the IFB submission.

Addendum No. 2

Project: WOODSIDE DRAINAGE & UTILITY INFRASTRUCTURE IMPROVEMENTS, PHASE

Bid No: IFB2026001

TO ALL PROPOSERS:

The following items are clarifications, corrections, additions, deletions and / or revisions, which shall take precedence over the original documents.

Question 1: You're jacking board over underneath H Boulevard. You're running 72 inch RCP, but you're doing a 72 inch steel casing. So what are you going to do? Connect to it and just use the casing as the carrier pipe?

Answer: Correct. The intent of the design is to use 72” steel pipe jack and bored between drainage structures S-22 and S-23 as the carrier pipe.

Question 2: You mentioned contamination. Is there any remediation involved as well?

Answer: Remediation is not included in this project. Appendix H of the bid book includes two reports documenting potential contamination around the project.

Question 3: Do you guys have a project duration in mind for this?

Answer: The estimated construction duration is nine (9) months.

Question 4: Are the existing utilities restrained already in that road?

Answer: Due to the age of these lines and limited record drawings it has not been confirmed that existing utilities are restrained. Utilities along Hoagland Blvd. shall be restrained by installing thrust collars behind proposed line stops per the drawings. Utilities along Dyer Blvd. shall be excavated and mechanically restrained per detail TOHO-20.

Question 5: So, if the Hoagland side is not restrained, we're not going to be expected to go back restrain?

Answer: Contractor is expected to install thrust collars on existing mains located on Hoagland Blvd. per the drawings.

Question 6: You're telling us that we won't know if we need to do night work until we get the permit or submit our traffic control. But the difference in laying pipe at night difference in laying pipe during the day is a very large price difference. Do we just plan on doing it at night?

Answer: For bidding purposes, the Contractor shall assume that all work will be performed during standard daytime working hours, unless otherwise indicated in the plans or technical specifications. If the County or any permitting agency requires night work as a condition of an issued permit after bid opening, the Contractor shall perform such work at no additional cost, as it is considered incidental to compliance with permitting requirements. Contractors shall include in their bid pricing any additional costs necessary to comply with potential permitting conditions, including the possibility of night work. Contractor is responsible for submitting a Traffic control plan for approval prior to starting work.

Question 7: I just want to just kind of make sure we either all are putting money in for night work or we're putting it in for day work and if they call to do night work afterwards, will that be handled as a change order for the additional cost?

Answer: Night work required by the County or any regulatory agency as part of the approved Maintenance of Traffic (MOT) plan or permitting process shall not constitute a basis for a Change Order. For bidding purposes, Contractors shall include in their bid any costs associated with complying with such requirements. Only if the city directs night work independent of regulatory or permitting requirements will the city consider an adjustment through a Change Order. Contractor is responsible for submitting a Traffic control plan for approval prior to starting work.

Question 8: Is it possible to drive most of this without getting on the airport or do we need to coordinate it, being able to drive, just take a look at it?

Answer: There’s a walking trail that allows you to view the project from outside the fence.

Vehicle access is limited to Hoagland and Dyer. You can park at the airport’s administration building, which is right next to the project, and then walk over to take a closer look.

Question 9: The projects are being bid separately as Drainage and Utilities. The funding is shown as separate for both projects. Please confirm so it’s in writing that none of the domestic material provisions in these funding sources; Community Development Block Grant – Mitigation (CDBG-MIT) Program, the American Rescue Plan Act (ARPA) for the drainage are applicable to the Utility portion of project funded by Toho and the joint -partnership with the City of Kissimmee.

Answer: The domestic material provisions under the CDBG-MIT and ARPA funding apply to the entire project: Woodside Drainage & Utility Infrastructure Improvements, Phase 2.

All project components, including both Drainage and Utility work, will comply with these grant requirements.

Question 10: Toho Water Spec section 02535 Sanitary Sewer and Force Main Pipe include the subsection 2.6 for Valves. I’ve included a copy of that section below. In this section it assumes and provides specifications for Gate Valves in the FM.

This contradicts with Bid Form Item 1-22 F&I 30” Plug Valve, as well M&P Item 8 for this bid item. If it helps, Plug Valves are known to have a long lead time.

Please confirm whether it is a Plug Valve or Gate Valve that Toho wants and if it is the Plug Valve, please provide specifications.

Answer: All underground valves shall be gate valves. The M&P specifications, bid form, and

C-04 sheet plan have been updated accordingly.

Question 11: In the same specification section mentioned above, 02535, subsection 1.2 Governing Standards, includes as Section B last item, C153 Ductile Iron Compact Fittings. Subsection 2.1 Ductile Iron Pipe and Fittings, Part A requires C110 MJ Fittings. As this project has a fast-track aspect to it and C110 fittings have longer lead times, will C153 Fittings be allowed for use in the FM on this project as they are allowed in the Water spec section 02510 subsection 2.02 Part B, as well as in the Reclaim spec section 02731, Subsection 2.1, Part B?

Answer: Use of C153 fittings for force mains will be allowed on this project, spec has been updated.

Addition:

Incorporate the draft contract for this project into the bid documents.

This project will be partially funded by CDBG grant funds and is therefore subject to all applicable CDBG-MIT requirements and regulations.

The Draft contract, which outlines funding terms, obligations, and compliance requirements, is attached to and made part of this addendum.

Please note that the draft contract may be modified following approval by the Florida Department of Economic Opportunity and/or upon vendor selection to reflect final terms.

All other terms and conditions of the original bid documents remain unchanged.

ACKNOWLEDGMENT OF ADDENDA:

1. The proposer shall acknowledge receipt of this addendum by completing the applicable section in the IFB. The Proposer shall submit said Form with the proposal.

2. All other terms and conditions of the IFB remain unchanged.
