About this opportunity
The City of East Point, located in Fulton County, Georgia, is soliciting bids for the Winburn Drive Water Main Replacement project through Invitation to Bid (ITB) No. 2026-1894. The procurement seeks a contractor to replace approximately 5,010 linear feet of water infrastructure, with primary objectives including providing quality drinking water, increasing water capacity and pressure for firefighting, and reducing water service disruptions. The project requires installing 8-inch ductile iron pipe, fire hydrant assemblies, water service reconnections, and related utility infrastructure improvements. Bidders must demonstrate a minimum of 3 years of field experience, with preference given to those with government project backgrounds. Key procurement dates include a mandatory pre-bid meeting on July 24, 2025, at 2:00 PM, a July 30, 2025 deadline for submitting questions, and a bid submission deadline of August 21, 2025, at 3:30 PM Eastern Standard Time. The project has a targeted substantial completion timeframe of 90 calendar days from the Notice to Proceed, with an additional 30 days allocated for final completion. Liquidated damages are set at $450 per day for delays in substantial and final completion.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly identified in the procurement documents. The project is funded by the Environmental Protection Agency (EPA) and will be awarded to the lowest responsive and responsible bidder. Bidders are required to submit a bid security of 5% of their maximum bid price, along with various documentation including a Construction Contractors Qualification Statement, Bid Security Form, Non-Collusion Affidavit, and Security and Immigration Compliance Affidavit. Contractors must maintain comprehensive insurance coverage, including $1,000,000 in general liability, automobile liability, workers' compensation, and additional coverages like professional and cyber liability. While a specific total project budget is not disclosed, the bid includes detailed unit pricing for water main installation, fire hydrant assemblies, valves, service reconnections, and erosion control measures. The project emphasizes strict compliance with American Water Works Association (AWWA) standards and Georgia Department of Transportation regulations, with rigorous testing and quality control requirements throughout the infrastructure improvement process.
